Abstract:

With the Law No. 6360, there have been significant changes in the administrative structure, financial system and political geography. One of these important changes is the abolition of special provincial administrations in metropolitan provinces and the establishment of departments of investment, monitoring and coordination (YIKOB). The abolition of special provincial administrations in metropolitan provinces and the establishment of YIKOBs created a perception that YIKOBs are the continuation of special provincial administrations. This perception has been moved to a different dimension, especially with the acquisition legal personality of YIKOBs. In this study, aim to understand the place of YIKOBs in the Turkish public administration system by comparing these two institutions in terms of their current structure, functioning and problems. In this context, the perception of the institution, duties, authorities and responsibilities, organizational and financial structure, service delivery, centralization and localization dimension, recognition problem of special provincial administrations and YIKOBs were analyzed and evaluated comparatively by using the qualitative interview technique with the participants in Uşak Special Provincial Administration and Manisa YIKOB.
