IPARD (Instrument for Pre-Accession Rural Development) implies financial assistance to candidate countries in Rural Development by European Union. With the help of assistances in question it is aimed to being adopted of EU acquis and facilitating to harmonise Rural Development policies by candidate country before the participation. This study evaluates initial IPARD implementations in Turkey and centers upon opening up in the following period. By comparison with Poland SAPARD and Croatia IPARD it observes that implementations in Turkey include especially constructional issues, and less agricultural and food premises which have importance in respect to EU standards are supported. The first period concerning IPARD is such a period that significant experiences have been gained comparatively. It is thought that amendments in new period and circumspections putting into practice will provide the use of IPARD funds efficiently and to accelerate the harmonisation of Turkey to EU Rural Development.
