In modern states, the administration is organized in two major forms, central and local, to carry out public services and other administrative activities. Local governments are the legal entities that elected by citizens for providing the needs of the same citizens living in the related region, province and smaller settlement units within a country. With the 1961 Constitution, a strong presidential model was established in municipal administrations and the presidential model was strengthened with the reforms carried out after 2002 in the AK Party era. This study investigates how these developments are reflected in the institutional language of the municipalities and how the mayors position themselves in the institutional structure of the municipality. For this purpose, the internet pages of 81 provinces (il) were scanned. In addition, the institutional social media accounts of the municipalities and the personal social media accounts of the mayors have been examined for the purpose of identifying followers and "likes" numbers. The collected data was analyzed by the content analysis method. This study concludes that the profile of mayor is emphasized more than the identity of municipality itself in their websites. Also, for the social media accounts, it seems that the mayors' personal social media accounts have more likes and followers than the institutional social media accounts of the municipalities. To Sum up, it is argued that the recent reforms have consolidated the strong presidential model. This study is important and distinctive in that it evaluates such changes in this context.
