Abstract:

It is observed that local governments have entered the process of reconstruction, which has begun to take more responsibility for responding to the demands and needs of the people over the past twenty years. This process requires efforts to increase the effectiveness and effectiveness of local governments. As a result of the changes in public administration, the size and nature of the services offered to citizens have changed, by the influence of the European Union’s membership process. In this process, the understanding of management and the priorities of management have also changed. On the one hand, the work is done to improve the quality of the service, while on the other hand, it is intended to “good” the elements in the public administration. In this study, we tried to explain the contribution of good governance principles such as participation, transparency, citizen focus, accountability to the whole of social ethics and values and the impact of these principles on local governments. In this context, the effects of the reform waves that Turkey feels influence through the EU membership process have been studied through the principles of good governance. The study will first start with the basic principles for the European Union’s public governments, and then question the principles of good governance and the reflections to Turkey. Again, the principles of good governance for local governments, which are primarily part of the public governments of the European Union, will be assessed. Finally, it was attempted to create policy suggestions and future projections.
