Questions of development of scientifically based approach for determination and usage of cost estimate of valuation deviation of level of quality from the prescribed one on route of city passengers transport system on the basis of the non-financial indicators. Analysis of the route of city passengers transport system has shown that it is a difficult queuing system, which features in the dynamics, may play only in a simulation. The interval of the bus with factory passenger capacity mobile units for its completion at the time of arrival at the next stop and the parameters of the passenger traffic stop, determine the quality of service for passengers at the bus stop. Relative to the interval of passenger vehicle carrier and passenger interests are opposite. For economic coordination of interests of the carrier and the passengers found the optimal range of motion of mobile units. The concept of coefficient of efficiency of transport services to quantify the impact of traffic and optimum route to assess the quality of passenger transportation.
