City Councils were established in our local authorities legislation with 76th article of Municipality Law the law no 5393. Since therefore, city councils that existed limitedly before according to international treaty that was signed between Republic of Turkey and United Nations Development Program, gained more puissant legal framework and at the same time wider scale. When Local Agenda 21 Program National Coordinatorship had been executed for coordination and communication among city councils, a need occurred to execute these works after abolition of this national program. In 13 February 2010, ‘Turkey City Councils Meeting’ that is hosted by Bursa City Council, a final declaration was accepted with participation 58 City Councils among Turkey. In this final declaration, it is stated that “It is agreed that establishment a network that are on bases of equal partnership and solidarity, that aims to develop sustainable cooperation, that pioneer establishment of city councils which realize potentiality of cities in bases of principles of city councils, all around the country with vision of countryman.” With this declaration City Councils Communication and Cooperation Network so called Union of Turkey City Councils has been established. In Second City Councils Meeting in Kocaeli after establishment works by preparation committee that was selected in Bursa meeting, foundation of Union of Turkey City Councils was declared with signature of 47 province’s city councils representatives. Union of Turkey City Councils continue to grow as a powerful and institutional network that contain city councils from all geographic areas of Turkey and with participation of all political parties.
