Yusuf Kemal Bey (Tengirşenk), Osmanlı Devleti’nin son döneminde yaşanan siyasi ve askeri olaylara şahit olmuş, ancak hiçbir zaman umudunu kaybetmemiş ve çöken devletin yerine yeni bir Türk Devlet kurulabileceğine inanmıştır. Son Osmanlı Meclis-i Mebusan’ına Kastamonu milletvekili olarak seçilmiş ve İstanbul’un işgali üzerine Ankara’ya gelerek Birinci Meclis’e katılmıştır. Yusuf Kemal Bey Birinci Meclis döneminde gerek milletvekili ve gerekse Hariciye Vekili olarak görev yaptığı sürede 36’sı gizli oturumlarda olmak üzere toplam 67 kez söz alarak konuşma yapmıştır. Bu konuşmaların çok büyük bir kısmı dış politikaya ait konuları kapsamaktadır. O, Milli Mücadele sırasında ve zaferden sonra, uluslararası siyasi anlaşmaların önemine, Türkiye’nin doğu sınırının emniyet altına alınmasına, milli davanın tüm dünyaya duyurulmasına ve tanıtılmasına önem vermiştir. Yusuf Kemal Bey, Ruslarla anlaşma zemininin hazırlanmasına çalışmış ve Heyet Başkanı olarak 16 Mart 1921 tarihli Moskova Antlaşmasını ve 20 Ekim 1921 tarihinde de Fransa ile Ankara Antlaşmasını imzalamıştır. Yusuf Kemal Bey, Yeni Türk Devleti’nin kurtuluş ve kuruluş döneminde Türk dış politikasının ana çerçevesini belirleyen antlaşmaları hazırlayan ve özellikle Avrupa devletleri ile birebir mücadele eden bir politikacıdır. O bu dönemde Mustafa Kemal Paşa’nın yanında yer alan en önemli politikacı ve bilim insanlarından biridir. Bu makalede, Yusuf Kemal Bey’in Birinci Mecliste dış politikaya yönelik yaptığı faaliyetler, dönemin meclis zabıt ceridelerinden yararlanılarak değerlendirilmiş ve özellikle Avrupa eksenli dış politika çalışmaları üzerinde durulmuştur.
Mr. Yusuf Kemal (Tengirşenk) has witnessed the political and military events in the last period of the Ottoman State, but has never lost hope and believed that a new Turkish State could be established instead of the falling state. Last Ottoman parliament-i Mebusan was elected Kastamonu as a parliamentary member and arrived in Ankara on the occupation of Istanbul and joined the First Parliament. Mr. Yusuf Kemal in the first parliamentary period, while he served as a parliamentary deputy and as a foreign deputy, 36 of them spoke in a total of 67 times, including in secret sessions. Most of these discussions cover issues related to foreign policy. He emphasized the importance of international political agreements during and after the National Struggle, the security of the eastern border of Turkey, the announcement and promotion of the national case to the whole world. Mr. Yusuf Kemal worked for the preparation of the ground of agreement with the Russians and as Chairman of the Committee he signed the Moscow Treaty of 16 March 1921 and the Treaty of France-Ankara of 20 October 1921. Mr. Yusuf Kemal is a politician who prepares treaties that determine the main framework of Turkish foreign policy during the period of the liberation and establishment of the New Turkish State and who is fighting with each other, especially with the European states. He was one of the most important politicians and scientists in this period alongside Mustafa Kemal Pasha. In this article, the activities of Mr. Yusuf Kemal in the First Assembly towards foreign policy were evaluated by taking advantage of the parliamentary curricula of the period and focused on the work of European-axed foreign policy.
