Sovyetler Birliği Ekseninden Avrupa Birliği Üyeliğine: Doğu Avrupa Ülkelerinde Ekonomik ve Siyasal Dönüşümün Analizi

Doğu Avrupa ülkeleri II. Dünya Savaşı’nda Sovyet işgaline maruz kalmış ve Sovyetler Birliği tarafından serbest ticaret sistemi yerine merkezi planlı ekonomik sistemi uygulamaya zorlanmıştır. Doğu Avrupa ülkeleri tarafından Sosyalist sisteme yönelik ayaklanma ve isyanlar gerçekleştirilmiş fakat Soğuk Savaş dönemi boyunca bu devletler Sovyetler Birliği’nin baskısı altında kalmıştır. 1980’lerin ikinci yarısı ile 1990’ların başında uluslararası konjonktürde meydana gelen boşluktan faydalanan Doğu Avrupa ülkeleri birer birer sosyalist sistemden ayrılmıştır. Bu yeni düzenin istikrarlı bir şekilde devam edebilmesi için ekonomik ve siyasal bakımdan bir dönüşüme ihtiyacı olan Doğu Avrupa ülkeleri, Avrupa Birliği’nin desteğini sağlamak istemişlerdir. Bu çalışma, Doğu Avrupa ülkelerinin sosyalist yönetim etkisine girmesi ile Avrupa Birliği üyeliğinin gerçekleştiği tarih olan 2004 yılları arasında meydana gelen ekonomik ve siyasal ilerlemenin analizini ortaya koymayı amaçlamaktadır. Bu amaçla sosyalist sistemin Doğu Avrupa ülkelerine yerleştirilmesi ile bölgede meydana gelen değişim, baskı ve tepkiler incelenmiş ve Avrupa Birliği’ne entegrasyon sürecinde alınan destekler ve karşılaşılan problemler taraflar açısından analiz edilmiştir. Çalışmada tarihsel ve karşılaştırmalı analiz yöntemi kullanılmıştır. Yapılan incelemeler sonucunda sosyalist dönem sonrasında Doğu Avrupa ülkelerinde sosyal ve ekonomik alanlarda ilerlemenin kaydedilmiş olduğu ve Avrupa Birliği’nin dönüşüme olumlu yönde katkı sağladığına dair bulgular elde edilmiştir.

From the Soviet Axis to the European Union: Analysis of Economic and Political Transformation in Eastern Europe

Abstract:

Eastern European countries were exposed to Soviet occupation in the Second World War and were forced by the Soviet Union to implement a centrally planned economic system instead of a free trade system. Although revolts against the Socialist system were carried out by Eastern European countries, during the Cold War period these states remained as satellites of the Soviet Union. Eastern European countries, which benefited from the gap in the international conjuncture in the second half of the 1980s and early 1990s, were separated from the socialist system one by one. Eastern European countries, which needed economic and political transformation in order to maintain this new order in a stable manner, wanted to get the support of the European Union. This study aims to reveal the analysis of the economic and political progress that occurred between 2004 when the Eastern European countries became influenced by the socialist administration and the date of European Union membership. For this purpose, the changes, pressures and reactions occurred in the region with the placement of the socialist system in Eastern European countries were analyzed and the support and problems encountered during the integration process to the European Union were analyzed. Historical and comparative analysis method was used in the study. As a result of the investigations, it has been found that social and economic progress has been made in Eastern European countries after the socialist period and that the European Union has contributed positively to the transformation.
