Abstract:

City councils have a history approximately twenty years in the Turkish local government system. However, despite this period, the effectiveness of the city council model is still a matter of debate. This study aims to determine the effectiveness of the city councils in Istanbul in the formation of local public policies and to discuss and make various suggestions. The study was carried out according to the principles of the qualitative research method, and in this context, data was collected by making a document analysis. Within the sample, the council judgement of the Istanbul Metropolitan Municipality and Beykoz, Kadıköy, Avcılar, Başakşehir and Silivri Municipalities between the years 2019-2022 were examined. Within the scope of the study, it has been researched whether a development in direct proportion to their twenty-year history has taken place regarding the role of city councils in setting the agenda before the decision-making bodies that will form public policies in municipalities. Various suggestions have been made by examining the effectiveness of city councils in the establishment of local public policies in this framework.
