Since the most important purpose of taking on census in the Ottoman State was to determine the citizens, bound the military service and tax-payment, only the census of men was taken. However, at the end of XIX th Century, because of the fact that the population was begun to be used as a means of propaganda, the Ottoman State tended to take a census which is professional and covering the whole of people. General census, taken in 1884, 1904 and in 1914, was executed in this direction. The census of these years, was taken after having registered every administrative unit including the towns (nahiye) and the villages. As a result of this, one can think of a connection between the administrative structuring and a census.
