Son yüzyılda gerek teknolojik gerekse de yönetsel anlamda yaşanan değişimler özel sektörde ve bu sektörün yönetiminde birçok yeniliğe imkân tanımış, bir değişimin yaşanmasını mecbur kılmıştır. Özel sektörün bu değişimi elbette ki kamu sektörünü de bağlantılı bir şekilde değişime açık hale getirmiştir. Yeni kamu yönetimi anlayışı ile kamu sektörü, yönetişimi benimseyen, kırtasiyecilikten uzak, ağır bürokrasinin güdümünden çıkan, kaynakları kullanmada daha verimli ve etkin hale gelebilir ve bu değişimini de büyük oranda “stratejik planlama” anlayışına borçlu olur. Bu çalışma genel hatlarıyla Sakarya Büyükşehir Belediyesi 2015-2019 Stratejik Planı’nın ulaşım alanında analizini içermektedir. Bu bağlamda belediyenin hedefleri için öngörülen mali kaynaklarının ve bu hedeflerin hangi aşamalarda olduğunun incelenmesi amacıyla performans programları ve faaliyet raporları gözden geçirilmiş, konu ile ilgili eksiklikler tespit edilerek çözüm önerileri sunulmuştur.
In the last century, both technological and administrative changes in the private sector and in the management of this sector have recognized the possibility of many innovations, which have forced a change to occur. This change of the private sector, of course, has made the public sector open to change in a connected way. With the new concept of public administration, the public sector can become more efficient and efficient in the use of resources, which adopts the management, which is far from rurality, which is driven by heavy bureaucracy, and which is largely liable to the concept of "strategic planning". This study, with its general lines, includes the analysis of the 2015-2019 Strategic Plan of the Sakarya Metropolitan Municipality in the transportation field. In this context, the performance programmes and activities reports have been reviewed in order to examine the financial resources for the municipality’s goals and what stages of these goals are in, and solutions proposals have been presented by identifying the issues related to the issue.
The changes experienced in the technological and managerial sense in the last century have enabled many innovations in the private sector and in the management of this sector, and have made it necessary to experience a change. Of course, this change of the private sector has made the public sector open to change in a linked way. With the new public administration approach, the public sector can become more productive and effective in using resources, embracing governance, free from stationery, driven by the bureaucracy of the heavy bureaucracy, and owes this change to the understanding of “strategic planning”. This study generally includes the analysis of Sakarya Metropolitan Municipality 2015-2019 Strategic Plan in the field of transportation. In this context, in order to examine the financial resources envisaged for the objectives of the municipality and the stages of these targets, performance programs and activity reports were reviewed, and deficiencies were identified and solutions were offered.
