Çalışmanın temel amacı Türkiye’de belirsizlik ile ihracat arasındaki ilişkinin tespit edilebilmesidir. Bu doğrultuda 1993-2022 dönemi için çeyreklik veriler kullanılarak ihracat ile belirsizlik arasındaki asimetrik ilişki NARDL yöntemiyle araştırılmıştır. Dünya Belirsizlik Endeksi (WUI), Dünya Ticaret Belirsizlik Endeksi (WTUI) ve Türkiye Belirsizlik Endeksi (TRUI) ile kontrol değişken olarak kullanılan OECD geliri, reel efektif döviz kuru ve ithalat değişkenleri vasıtasıyla analizler yapılmıştır. Yapılan analizler sonucunda uzun dönem ve kısa dönem asimetrik ilişkilerin varlığı tespit edilmiştir. Uzun dönemde sadece ülke içi belirsizliğin negatif şoklarda ihracat üzerinde negatif etkisi olduğu görülmüştür. Kısa dönemde ise ticaret belirsizliğinin negatif şoklarda pozitif ve pozitif şoklarda negatif etkisi olduğu, dünya belirsizliğinin sadece pozitif şoklarda pozitif etki gösterdiği, iç belirsizliğin ise negatif şoklarda pozitif etkili olduğu ortaya çıkmıştır. Ayrıca kümülatif grafiklere göre kısa dönemde asimetrik etkilerin çok uzun süreli olmadığı fakat ticaret belirsizliğinin etkilerinin hem iç hem de dış belirsizlikten daha fazla olduğu gözlemlenmiştir. Bu sonuçlar, ihracatın artırılmasına yönelik bir dış ticaret politikasının uzun dönemde iç istikrarın sağlanması ile mümkün olacağını göstermektedir. Ayrıca ithalatın tüm modellerde (farklı belirsizlik koşullarında) hem kısa hem uzun dönemde anlamlı sonuçlar vermesi, Türkiye’de ihracatın ithalata bağımlılığını işaret eder mahiyettedir.

The main objective of the study is to identify the relationship between uncertainty and exports in Turkey. In this regard, the asymmetrical relationship between export and uncertainty was studied using the NARDL method using quarterly data for the period 1993-2022. The World Uncertainty Index (WUI), the World Trade Uncertainty Index (WTUI) and the Turkey Uncertainty Index (TRUI) are used as control variables through the OECD income, real effective exchange rate and import variables. The results of the analyses were the presence of long-term and short-term asymmetric relationships. Over the long period, only domestic uncertainty has been seen to have a negative impact on exports in negative shocks. In the short period, trade uncertainty has a negative impact on negative shocks on positive and positive shocks, world uncertainty has a positive impact on positive shocks only, and internal uncertainty has a positive impact on negative shocks. The accumulative graphics also show that asymmetric effects in the short term are not too long, but the effects of trade uncertainty are greater than both internal and external uncertainty. These findings show that a foreign trade policy aimed at increasing exports will be possible by ensuring internal stability in the long term. The main purpose of the study is to determine the relationship between uncertainty and exports in Turkey. In this direction, using the quarterly data for the 1993-2022 period, the asymmetric relationship between exports and uncertainty was investigated by NARDL method. In addition to OECD income, real effective exchange rate and imports, which are used as the control variables, analyzes were made through the World Uncertainty Index (WUI), World Trade Uncertainty Index (WTUI) and Turkey Uncertainty Index (TRUI) variables. As a result of the analyses made, the existence of long-term and short-term asymmetrical relationships has been detected. In the long run, only domestic uncertainty has a negative effect on exports in negative shocks. In the short run, it has been revealed that trade uncertainty has a positive effect on negative shocks and a negative effect on positive shocks, world uncertainty has a positive effect only on positive shocks, and internal uncertainty has a positive effect on negative shocks. In addition, according to the cumulative graphs, it has been observed that the asymmetric effects are not very long-lasting in the short term, but the effects of trade uncertainty are more than both internal and external uncertainty. These results reveal that a foreign trade policy aimed at increasing exports can be possible with long-term internal stability. In addition, the fact that imports give significant results in all models (under different uncertainty conditions) both in the short and long term indicates the dependence of exports on imports in Turkey.
