This study aims to analyse the problem of transit and bilateral quota on the road transport from Turkey to Europe. The research method is based on the analysing the basic global agreements on the freedom of transit, the main provisions of the Customs Union Agreement, the reports prepared by The World Bank, The International Forwarding Association of Turkey (UND), Ministry of Transport, Maritime Affairs and Communications and EU beside the literature. Expected findings is the negative impact on the export of the continuing road quotas via limiting the free movement of goods exported from Turkey since the services are not included in the Customs Union.
