Geniş bir coğrafyada uzun bir dönem hâkimiyet süren Osmanlı’nın dış ticareti ve izlediği ticaret politikaları her zaman tartışma konusu olmuştur. Kuruluşundan 19. yüzyılın ortalarına kadar Osmanlı’nın iktisat anlayışı ve dış ticaret politikaları önemli derecede benzerlik arz etmektedir. 19. yüzyılın başlarından itibaren siyasi, askeri, fikri alandaki gelişmeler, yeni bir dönemin başlayacağının işaretleriydi. Nihayet 19. yüzyılın ortalarına doğru imzalanan serbest ticaret antlaşmalarıyla Osmanlı dış ticaret yeni bir evreye girmiş oldu. Bu çalışmada, literatür araştırması, karşılaştırma ve analiz yöntemi kullanılarak Osmanlı’nın her iki döneminin dış ticareti ve izlenen ticaret politikaları analiz edilerek, fikri ve zihni yapıdaki değişimle beraber iktisat anlayışındaki değişimin, takip edilen ticaret politikalarına etkileri araştırılmıştır. Çalışmada, Osmanlı klasik dönemin ve yeni dönemin iktisat anlayışı, zihin yapısı, ruh, anlam ve medeniyet değerlerinin farklılık gösterdiği ve her iki döneminin farklı iktisat anlayışları ile takip edilen ticaret politikaları arasında bir ilişki olduğu kanaatine varılmıştır.
The external trade and trade policies of the Ottoman, which has long dominated a wide geography, have always been the subject of discussion. From its establishment to the middle of the 19th century, Ottoman's economic understanding and foreign trade policies have been significantly similar. Since the beginning of the 19th century, political, military, and intellectual developments have been a sign of the beginning of a new era. By the freedom trade treaties signed in the mid-19th century, Ottoman foreign trade has finally entered a new stage. In this study, literary research, comparison and analysis methods used to analyze the foreign trade and followed trade policies of both periods of the Ottoman, and the changes in the ideological and mental structure along with the changes in the understanding of the economy, the effects on followed trade policies were studied. In the study, the Ottoman classical era and the new era's economic understanding, mind structure, spirit, meaning and civilization values are different and the two periods are a relationship between the trade policies followed by different economic concepts.
