Turizm Sektörü ve Hollanda Hastalığı: Türkiye Örneği (2000 - 2020)

Hollanda Hastalığı, 1960'larda doğal gazın keşfinden sonra Hollanda imalat sanayinin gerilemesini tanımlamak için kullanılmıştır. Hollanda Hastalığı kavramı daha sonra petrol, doğal gaz, tarım, mineraller, sıcak para ve turizmi içerecek şekilde genişletilmiştir. Bu çalışmanın amacı, Türkiye'de turizm sektörünün Türkiye’nin uluslararası rekabetçiliğine zarar verip vermediğini ve ülkeyi 2000’li yıllardan sonra sanayisizleşmeye sürükleyip sürüklemediğini araştırmaktır. Bu çalışmada yöntem olarak reel efektif döviz kuru, dış turizm gelirleri ve cari açık arasındaki ilişkiler incelenmiştir. Türkiye’de yoğun sermaye girişlerinin 2004-2014 yılları arasında reel efektif döviz kuru düşürmede ilk sırada, dış turizmin ise ikinci sırada olduğu sonucuna ulaşılmıştır. Bu bulgular ışığında turizm sektörünün Türkiye’de Hollanda Hastalığına neden olduğu söylenemez. Ancak çalışmada dış turizmin, sıcak paradan sonra TL’nin aşırı değerlenmesine neden olarak ülkenin imalat sanayinin montaj sanayine dönüşmesine yol açtığı sonucuna ulaşılmıştır.

Abstract:

The Dutch Disease was used to identify the decline of the Dutch manufacturing industry after the discovery of natural gas in the 1960s. The concept of the Dutch disease was later expanded to include oil, natural gas, agriculture, minerals, hot money and tourism. The aim of this study is to investigate whether the tourism sector in Turkey has damaged Turkey's international competitiveness and does not drive the country to disindustrialization after the 2000s. In this study, the method has studied the relationships between real effective currency currency, external tourism revenues and currency open. In Turkey, intense capital entries were achieved in the first place in the reduction of real effective exchange rate between 2004-2014, while foreign tourism was in the second place. In the light of these findings, it is not possible to say that the tourism industry causes the disease in the Netherlands in Turkey. But in the study, foreign tourism has come to the conclusion that the country's manufacturing industry has turned into the assembly industry as a result of the excess value of TL after hot money.
