Kentsel Peyzaj Planlamasında Yeşil Alanların Suçun Önlenmesindeki Rolü: Erzurum Örneği

Abstract:

İnsanoğlunun suç işlemesine neden olan sosyo-ekonomik, sosyo- kültürel, psikolojik, siyasi, dini birçok faktör olduğu bilinmektedir. Ancak özellikle stresli bir yaşam ortamı olan kentsel alanlardaki planlama hatalarının da insan psikoloji üzerine olumsuz etkilerinin olduğu ve bunun da suça itebilecek faktörlerden birisi olabileceği üzerine araştırmalar bulunmaktadır. Kentsel planlamaların bir bölümünü oluşturan kentsel peyzaj planlamalarının temelini yeşil alanlar oluşturmaktadır. Yeşil alanların çok bilinen faydaları yanında insan psikolojisi üzerine olumlu etkileri de asrımızda üzerinde durulan bilimsel bir gerçektir. Son yıllarda yapılan araştırmalar, kentlerde yeşil alanların yoğun olduğu yerlerde yaşayan insanların, yeşil alanların yetersiz olduğu yerlerde yaşayan insanlara göre daha az saldırganlık ve şiddet eğilimi gösterdiğini kanıtlamaktadır. Yeşil alanların sadece yoğunluğu değil kent içindeki dağılımları, konumları ve doğru kullanımları da suçu önleme açısından önemli bir faktör olduğu için, Erzurum kenti aktif yeşil alanlarının dağılımları, konumları ve kullanım amaçları da irdelenmiştir. Kentin alt belediyelerinde yaşayan halka uygulanan anket sonucu elde edilen verilerle bağlı olarak belediyelerdeki yeşil alan miktarı ile suç işleme eğilimi arasındaki ilişki belirlenmeye çalışılmıştır. Araştırmada; üç alt belediye içinde kişi başına en az yeşil alan miktarına (0.96 m2 kişi-1) sahip olan Yakutiye Belediyesi’nde en fazla suç yüzdesinin (%47) olduğu görülmüştür. Araştırmanın sonucu, kentlerde kişi başına düşen yeşil alan miktarının azalmasının insan psikolojisi üzerine olumsuz etki yaparak suç eğilimini artırdığını destekleyen faktörlerden biri olduğunu desteklemektedir.

It is known that there are many socio-economic, socio-cultural, psychological, political, and religious factors that lead to human crime. However, research has found that planning errors in urban areas, which are stressful living environments, have a negative impact on human psychology, and that can be one of the factors that can cause crime. The basis of urban landscape planning, which forms part of urban planning, is green spaces. In addition to the well-known benefits of green spaces, the positive effects on human psychology are a scientific fact that is focused on our age. Recent studies have shown that people living in places where green spaces are intense tend to be less aggressive and violent than people living in places where green spaces are insufficient. Since not only the intensity of green spaces, their distribution, locations and proper use within the city are also an important factor in the prevention of crime, the distribution, locations and purposes of the active green spaces in the city of Erzurum are also considered. Based on the data obtained by the survey of the public living in the submunicipalities of the city, the relationship between the amount of green space in the municipalities and the tendency of criminal proceedings was tried to be determined. In the study; the minimum amount of green space per person in three submunicipalities (0. 96 m2 people-1) in the Yakutiye Municipality has been seen as the highest percentage of crime (47 percent). The research finds that the reduction in the amount of green space per person in cities is one of the factors that supports that the reduction in the amount of green space per person increases the crime tendency by having a negative impact on human psychology.

There are variety of socio-economic, socio-cultural, psychological, political, religious factors that lead human kind  to commit offenses. However, it is an incontrovertible fact that the planning errors in urban areas which cause a stressed environment have negative effects an human psychology and this situation can lead to commit offenses people. Green spaces constitute the basis for urban landscape planning works accounting for a certain part of urban planning. In addition to such well-known benefits, positive effects of green spaces on human psychology are also a scientifically accepted fact which has long been emphasized on in the present age. Studies conducted in recent years show that people dwelling in the cities with denser green spaces exhibit less aggression and tendency to violence than those living in the areas with inadequate green space ratio. Not only the intensity of the green areas, but also their distribution, location and proper use in the city is an important factor in the prevention of crime. Therefore, present study is dealt with the distribution of active recreation areas, their location and aims of use and the presentation of suggestions. Relationship between the amount of green space in the submunicipalities and the tendency to commit crime was investigated through the results of the questionnaire completed by the people living in such municipalities. It was found as the result of the study that Yakutiye Municipality, which harbours the lowest green space ratio per capita (0.96 m2 person-1) among three sub-municipalities, exhibits the highest percentage of crime (47%).
