Osmanlı Devleti’nin modernleşme çağından beri devleti yönetenler yurt içi seyahatlere çıkarak halka aracısız görüşmeye ve onların sorunlarını ilk ağızdan dinleyerek çözüm üretmeye çabalamışlardır. Cumhuriyetin kuruluşundan hemen önce Millî Mücadele’nin lideri Mustafa Kemal Paşa, Anadolu’da gezilere çıkarak halkla görüşmelerde bulunmuş ve bu geleneği 1923 yılında Cumhurbaşkanı seçilmesinden sonra da devam ettirmiştir. 1938 yılında genç Türkiye Cumhuriyeti’nin devlet yönetiminde önemli değişime sahne olmuş ve kurucu lider Mustafa Kemal Atatürk’ün ölümünden sonra yerine İsmet İnönü Cumhurbaşkanı seçilmiştir. II. Dünya Savaşı tehdidinin günden güne arttığı bir dönemde devletin başına geçen İsmet İnönü’nün Cumhurbaşkanlığı olumlu karşılanmış, Mustafa Kemal Atatürk’le uzun yıllar beraber çalışması bir anlamda devletin sürekliliği açısından bir teminat olarak değerlendirilmiştir. İnönü, Cumhurbaşkanı seçilmesinden kısa bir süre sonra ilk yurt içi seyahatini Karadeniz bölgesine düzenlemiştir. Başbakanlıktan ayrılmadan önce planladığı ve görevden ayrılmasından sonra gerçekleştiremediği Kastamonu’dan seyahatine başlayan İnönü, Zonguldak’tan Karabük’e, Çankırı’dan Bartın’a kadar uğradığı bölgelerde halkın dertleri ve şikâyetleriyle ilgilenmiştir. Bu çalışmada Atatürk’ün ölümünü takip eden günlerde yapılan bu seyahatte aynı zamanda bir büyük liderin ardından yerine geçen İnönü’nün halk tarafından nasıl algılandığı ve halkın yeni Cumhurbaşkanı’ndan beklentilerini ortaya çıkarmak amaçlanmıştır.
Since the era of modernization of the Ottoman State, the governors of the state have tried to go on domestic trips to unintermediate public talks and to find solutions by listening to their problems from the first mouth. Just before the Republic was established, the leader of the National Struggle, Mustafa Kemal Pasha, went on to visit Anadolu and held public talks and continued this tradition after the election of the President in 1923. In 1938, a significant change in the state administration of the young Turkish Republic became a scene and after the death of the founder leader Mustafa Kemal Atatürk was elected President of Ismet Inönü. and II. In a period in which the threat of World War increased from day to day, the presidency of Ismet Inönü, who went to the head of the state, was positively welcomed, working with Mustafa Kemal Atatürk for many years in a sense was considered a guarantee in terms of the continuity of the state. Inno organized his first domestic trip to the Black Sea region shortly after the president's election. Inönü, who began his journey from Kastamonu, which he planned before leaving the prime minister, and which he could not carry out after leaving the office, was concerned with the concerns and complaints of the people in the areas where he went from Zonguldak to Karabük, from Çankırı to Bartın. In this study, in this journey in the days following the death of Atatürk, it is also intended to reveal how the people perceive the Innu, who was replaced by a great leader, and how the people expect the new president.
