SSCB sonrasında Rusya Federasyonu siyasal ve ekonomik açıdan benimsenen sosyalist düzeni terk ederek kapitalist sisteme eklemlenmeye ve “liberal demokratik” ülkelerle de uzlaşmaya başlamıştır. Ancak söz konusu radikal dönüşüm Rusya açısından hem iç politikada hem de dış politikada çok önemli sorunlarla karşılaşılmasına neden olmuştur. Bu noktada dış politika açısından da önemli bir değişim yaşanmıştır. Rusya, SSCB’ye oranla her anlamda (coğrafi, ekonomik, nüfus, askeri kapasite…) bir küçülme yaşamış ve bu durum dış politikaya da yansımıştır. Bir diğer değişim konusu ise güvenlik alanında olmuştur. Bu konuda özellikle bölgesel işbirliği örgütleri ön plana çıkmaktadır. Bu çalışmada ise Rus dış politikasında güvenlik faktörü ele alınacaktır. Öncelikle Rus dış politikasında yaşanan değişim genel hatlarıyla ortaya konulacak ve Rus dış politikasındaki güvenlik faktörü irdelenecektir. Daha sonra ise hem dış politika hem de güvenlik açısından Rusya için son derece işlevsel niteliklere haiz olan Bağımsız Devletler Topluluğu, Şanghay İşbirliği Örgütü ve Kolektif Güvenlik Antlaşması Örgütü konu kapsamında ele alınacaktır.
After the Soviet Union, the Russian Federation abandoned the socialist system adopted politically and economically and began to be added to the capitalist system and agreed with the “liberal democratic” countries. But this radical transformation has led to a very significant problem in both domestic and foreign policy in terms of Russia. There has also been a significant change in foreign policy. Russia has experienced a decline in all respects (geographical, economic, population, military capacity, etc.) compared to the USSR, and this situation has also been reflected in foreign policy. Another change was in the field of security. In this regard, regional cooperation organizations are in the forefront. This study will discuss the security factor in the Russian foreign policy. First of all, the changes in Russian foreign policy will be revealed by the general lines and the security factor in Russian foreign policy will be reflected. The issue will be discussed in the context of the Commonwealth of Independent States, the Shanghai Cooperation Organization and the Organization of the Collective Security Treaty, which are highly functional for Russia in both foreign policy and security.

Another change has been in the field of security. In this regard, especially regional cooperation organizations are in the foreground. In this study, the security factor will be considered in Russian foreign policy. Firstly, the changes in Russian foreign policy will be outlined in general, and the security factor in Russian foreign policy will be examined. Later, the Commonwealth of Independent States, the Shanghai Cooperation Organization and the Collective Security Treaty Organization which have very functional qualifications for Russia in terms of both foreign policy and security will be examined.
