Çalışma Türkiye’de etkili baskı gruplarından biri olan TÜSİAD’ın Merkez Bankasının (MB) bağımsız kurum haline gelmesindeki rolünü araştırmaktadır. Analiz materyali olarak 1980-2000 yılları arasında TÜSİAD’ın yayınladığı raporlar seçilmiştir. Bu raporlarda yer alan MB bağımsızlığına ilişkin ifadeler eleştirel söylem analizi (ESA) yöntemiyle çözümlenmiştir. Elde edilen bulgular TÜSİAD’ın neoliberal sisteme uyumu, batılı gelişmiş ülkelerle entegrasyonu, siyasal istikrarsızlıkları ve fiyat istikrarını gerekçe göstererek MB bağımsızlığını savunduğunu ve desteklediğini göstermektedir. Sonuç olarak, MB bağımsızlığına yönelik taleplerin, küreselleşmenin meşrulaştırıcı ideolojisi olan neoliberal projenin öngördüğü gerekliliklerden kaynaklandığı tespit edilmiştir.
The study explores the role of TÜSİAD, which is one of the most influential pressure groups in Turkey, on the Central Bank (CB) to become an independent institution. The reports published by TÜSİAD between 1980-2000 were chosen as the analysis material. Statements about CB independence in these reports were analyzed by the critical discourse analysis (CDA) method. The findings show that TÜSİAD defends and supports CB's independence by justifying its compliance with the neoliberal system, integration with western developed countries, political instabilities, and price stability. Consequently, it has been evaluated that the demands for the independence of the CB stem from the requirements of the neoliberal project, which is the legitimization of globalization.
