Abstract:

One of the most important practices transferred to the public within the scope of the New Public Management reforms has been strategic management. In parallel with the trends in the world, public strategic planning have gained momentum in Turkey, especially after the Public Financial Management and Control Law No. 5018 was published in 2003. However, public planning is approached cautiously due to the specific conditions of public administration. It is argued that in order for public strategic planning to be successful, it must be compatible with public values and create public interest, that is, it must be really public. This requires public institutions to go beyond organizational structures and processes and focus on societal impact. In the theoretical part of the study, the public value system framework was proposed by reinterpreting the public value and public values research streams on the basis of the general system theory. Accordingly, public institutions will acquire a public character to the extent that they connect the public administration subsystem to the political subsystem in terms of resources, principles and purposes; If they neglect the public management subsystem, they will experience a bottleneck in the management, and if they neglect the political subsystem, they will fall into the narrow-mindedness of management. In the empirical part of the research, it was tried to determine whether the strategic planning in the Turkish public sector is really public by analyzing the current strategic plans of 15 ministries. In the strategic plans examined within the scope of the research, useful data on publicness in terms of resources could not be found, and it was determined that the publicness orientation was dominant in terms of principles and purposes.
