Proje Okullarının Yapı ve İşleyişine İlişkin Bir Örnek Olay İncelmesi

Abstract:

Bu araştırmanın temel amacı, özelde Milli Eğitim Bakanlığı’na bağlı, Proje Okulları (PO)’nda okul müdürlerine verilen “kendi takımını” oluşturma uygulamasının bu okullarda görev yapan yöneticiler ve öğretmenlerde nasıl bir karşılık bulduğunu bir örnek olay üzerinden betimlemektir. Genelde ise yönetsel olarak bu uygulamanın, eğitim sistemimizde okul yönetim yapı ve işleyişinde yeni bir paradigma değişimi sürecine gidişin öncü bir işareti olup olmadığını anlamaya çalışmaktır. Araştırma nitel araştırma yöntemlerinden, örnek olay yöntemi ile yapılmıştır. Katılımcı seçiminde ise amaçlı örnekleme tekniği kullanılmıştır. Araştırmanın çalışma grubu 2014-2015 Eğitim-Öğretim yılında proje okuluna dönüştürülen Gaziantep il merkezinde yer alan bir Kız Anadolu İmam Hatip Lisesi ve bir Fen Lisesi’nde görev yapan yöneticilerden ve öğretmenlerden oluşmuştur. Araştırma 4 yönetici ve 14 öğretmen 18 katılımcı ile gerçekleştirilmiştir. Araştırma verileri yarı yapılandırılmış görüşme formu ile toplanmıştır. Yüz-yüze yapılan görüşmelerden ulaşılan veriler içerik ve betimsel analize tabii tutularak bulgulara ulaşılmıştır. Proje Okullarının yapı ve işleyiş modelinin avantajlı yönlerinin dezavantajlı yönlerine göre daha fazla olduğu ve bu yeni okul yönetim modelinin sürdürülebilir olduğuna dair bulgulara ulaşılmıştır. Proje okullarında okul müdürünün kendi ekibini oluşturma yetkisi okul çalışanları arasında ekip ruhu duygusunu, öğretim sürecinde inisiyatif kullanımını, memnuniyeti, mesleki doyum düzeyini yükseltmiş ve bu sonuçların okulun eğitsel başarısını olumlu etkileyecek gibi göründüğünden Proje Okullarına yönelik öğrenci talebini de artırmıştır. Araştırma bulgularına dayalı olarak araştırmacılara ve uygulayıcılara yönelik önerilerde bulunulmuştur.

Examples of the construction and operation of the project schools

The main objective of this research is to describe the practice of creating the "some team" given to school managers in the Project Schools (PO) specifically related to the Ministry of National Education through an example event of how managers and teachers who work in these schools find a response. Generally, management is to try to understand whether this application is a leading sign of going to a new paradigm change process in the school management structure and functioning in our educational system. The research is done through the methods of research, the example of the event method. In the selection of participants, the sample technique was used. The research work group consisted of managers and teachers working at an Anadolu Imam Hatip High School and a Science High School located in the Gaziantep province center, which was transformed into a project school in the 2014-2015 Education-Teaching year. The study was conducted by 4 managers and 14 teachers with 18 participants. The research; the data was collected through a semi-configured interview form. The data obtained from face-to-face conversations have been achieved by content and visual analysis of course. The findings have been found that the advantages of the structure and operation model of the project schools are more than the disadvantaged and that this new school management model is sustainable. The authority of the school manager to form his own team in the project schools among the school staff; the team’s spirit, the initiative use in the teaching process, the satisfaction, the level of professional satisfaction, and the result appears to have a positive impact on the school’s educational success, has also increased the student’s demand for the project schools. Based on the research findings, recommendations were made to researchers and practitioners.

A Case Study On The Structure and Functioning Of Project Schools

The aim of this research in particular is to describe the effect of “building their own team” practice in project schools on principals and teachers using a case study. In general, the study describes whether this practice might result in a paradigm-shift in school administration. The study has used a qualitative case study method. The participants are selected using purposeful sampling method. The participants were administrators and teachers from two different schools in the city of Gaziantep; an Anatolian Religious Vocational High School which was transformed into a project school in 2014, and a Science High School. The participants included 4 administrators and 14 teachers. Data were collected through semi-structured interview forms. The data were analyzed by implementing content and descriptive analysis methods. The results show that the advantageous aspects of the structure and functioning model of the Project Schools are more compared to the disadvantageous aspects and it was concluded that this new school management model is sustainable. The results suggest that the administrators’ authority to create their own team has positive effects on the teachers since the sense of “team” is established. It also resulted in the use of initiative in the teaching process that resulted in higher level of personal and professional satisfaction. It also increased student demand for Project Schools as it seemed to positively impact the school’s educational success. Suggestions are given at the end of the study for researchers and practitioners based on research findings.
