YOKSULLUK VE KAMU SAĞLIK HARCAMALARI İLİŞKİSİ: PANEL VERİ ANALİZİ

Abstract:

Yoksulluk esas itibariyle bireylerin ihtiyaçlarını karşılayabilmesi için yeterli gelire sahip olmaması durumunu ifade etmektedir. Ülkeler açısından önemli olan bu sorunun çözümünün gerçekleşmesi için devletler, ülkelerde politikaları tasarlayan ve uygulamaya koyan kurum olarak son derece önemli bir unsurdur. Kamu sağlık harcamaları da devletin harcama kalemlerinden biri olarak karşımıza çıkmaktadır. Çalışmada 2006 ile 2019 yılları arasında seçilmiş 24 OECD ülkesi için yoksulluk riski ve kamu sağlık harcamalarına yönelik yıllık veriler ele alınarak panel veri analizi gerçekleştirilmiştir. Analizde yoksulluk riski bağımlı değişken, sağlık harcamaları bağımsız değişken olarak kullanılmıştır. Çalışmanın amacı, kamu sağlık harcamaları ve yoksulluk arasında bir ilişki olup olmadığının incelenmesidir. Çalışma, güncel veriler ve geniş bir örneklem ile kamu sağlık harcaması ile yoksulluk arasındaki ilişkiyi ilgili değişkenler kullanılarak analiz eden ilk çalışma olması yönlerinden literatüre katkı sağlamaktadır. Çalışmada eğim katsayılarının heterojenliği ve serilerde yatay kesit bağımlılığı tespit edildikten sonra serilerin durağanlık sınaması CIPS panel birim kök testi ile gerçekleştirilmiştir. Eşbütünleşme ilişkisi , yatay kesit bağımlılığını göz önünde bulunduran Westerlund Variance Ratio panel eşbütünleşme testi yardımıyla analiz edilmiştir. Uzun dönem eşbütünleşme katsayıları Mean Group Estimator yöntemiyle tahminlenmiştir. Yapılan analizlere göre, kamu sağlık harcamaları ve yoksulluk arasında uzun dönemli eşbütünleşme ilişkisi olduğu ve sağlık harcamalarındaki artışın yoksulluk riskini uzun dönemde azalttığı sonucuna ulaşılmıştır.

Poverty means that individuals do not have enough income to meet their needs. For the realisation of the solution of this problem, which is important for the countries, the states are an extremely important element as institutions that design and implement policies in the countries. Public health expenditure is also one of the government’s expenditure pennies. The panel data analysis was carried out by examining annual data on poverty risk and public health expenditure for 24 OECD countries selected between 2006 and 2019. In the analysis of poverty risk dependent variable, health expenditure has been used as an independent variable. The aim of the study is to investigate whether there is a relationship between public health expenditure and poverty. The study contributes to literature from the aspects of being the first study that analyzes the relationship between current data and a wide sample and public health expenditure and poverty using related variables. After the study identified the heterogeneity of the curvature ratio and the dependency of the horizontal cut in the series, the stagnation test of the series was carried out with the CIPS panel unit root test. The integration ratio was analyzed with the help of the Westerlund Variance Ratio panel integration test, taking into account the horizontal cutting dependency. Long-term equalization rates are predicted by Mean Group Estimator method. The analysis found that public health expenditure and poverty have a long-term matching relationship and that the increase in health expenditure has reduced the risk of poverty in the long-term.

Poverty refers to the situation where individuals do not have enough income to meet their needs. Poverty is a crucial problem for both developed and developing countries. Therefore, countries are trying to develop some policies for the solution of poverty, which is an important problem. Public health expenditures are one of the expenditure items of the state. In this context, an econometric analysis is applied for 24 OECD countries in the present study. The study covers the years 2006 to 2019. The relationship between poverty risk and public health expenditures for 24 OECD countries is analyzed using annual data. In the analysis, the risk of poverty is employed as the dependent variable and health expenditures as the independent variable. The study aims to analyze the relationship between the risk of poverty and public health expenditures in 24 OECD countries. It contributes to the literature in terms of analyzing a large sample using up-to-date data and being the first study to analyze the relationship between public health expenditures and poverty using the relevant variables. The method used in the study is the Westerlund Variance Ratio Panel Cointegration test. In the study, the stationarity test of the series is tested via the CIPS panel unit root test. The long-term cointegration coefficients are estimated by the Mean Group Estimator method. Results show that there is a long-term cointegration relationship between public health expenditures and the risk of poverty. In addition, it has been concluded that the increase in health expenditures reduces the risk of poverty in the long run.
