Para vakfı çalışmaları genellikle vakıf, dönem, bölge ya da avarız-esnaf sandıkları gibi belirli bir sosyal zümre kapsamında ele alınmakta ve kendi sınırları içinde değer- lendirilmektedir. Bu çalışmada, sınırlamanın kapsamı oldukça genişletilerek seçilmiş bir mahkeme çatısı altında sayılan başlıkların tümü ele alınmıştır. Çalışma, incelenmiş para vakfı vakfiye sayısını çoğaltarak âtılmış gibi duran vakıf sisteminin aslında hare- ketli olduğunu ispat etme arayışının bir parçasıdır. Dahası, sistematik bir araştırmanın üçüncü etabı olduğu için karşılaştırma zeminini de genişletmiştir. Bu kapsamda Yeniköy Mahkemesi’nde, 1591-1883 arasında kayıtlı 59 para vakfı vakfiyesi değerlendirilmiştir. Ardından Davutpaşa ve Evkaf Muhasebeciliği Mahke- meleri bulguları da eklenerek 1491-1911 yılları arasında 371 vakfiyeden elde edilen sonuçlar toplu ele alınmıştır. Neticede, para vakfı sayısı, vakfedilen meblağlar ve işle- yişin Osmanlı’nın askeri, mali, sosyo-ekonomik politikalarından bağımsız olmadığı anlaşılmıştır. Ayrıca, vakıf hizmetlerinin vâkıfların dönemsel politikalara uygun tavır almaları sayesinde sürdürülebilir kılındığı tespit edilmiştir.
Money foundation work is often dealt with within a specific social assembly, such as foundation, period, region, or a trade store, and is valued within its own limits. In this study, the scope of the limitation was widely extended and all the titles counted under the roof of a chosen court were addressed. The study is part of the attempt to prove that the foundation system, which has been stumbled by multiplying the number of funds of the studied money foundation, is actually harsh. Furthermore, it has also expanded the comparison ground as it is the third stage of systematic research. In this context, the 59 funds of money registered between 1591-1883 were assessed by the Yeniköy Court. Then Davutpaşa and Evkaf Accounting Court findings were added and the results obtained from 371 foundations between 1491 and 1911 were collectively discussed. Finally, it was understood that the number of funds, funded funds and operations are not independent of the Ottoman's military, financial, socio-economic policies. Furthermore, the founding services have been established to be sustainable thanks to the attitude of the funders in accordance with periodic policies.
