Çeper Kuşakların Kamusal ve Ekolojik Değeri: İzmir Askeri Alanlar Örneği

1960’lı yıllar itibariyle kent coğrafyacıları tarafından morfolojik açıdan ele alınan çeper kuşak kavramı, son yıllarda kentsel planlama ve tasarım alanlarında artan bir ilgi görmektedir. Kentin büyümesiyle kent içine gömülü kalan çeper kuşak alanları, kent ekolojisi ve sürdürülebilir kentsel gelişim için önemli olan periferik arazi kullanımlarını barındırmaya devam etmektedir. Çeper kuşak kavramı, çeper kuşakların kentteki yerini, fonksiyonunu ve değerini kavramak ve bu alanlar üzerindeki farklı planlama yaklaşımlarının etkilerini görmek açısından önemlidir. Çeper kuşaklar sıklıkla kent mirası ve ekolojik koridor özellikleriyle tampon bölge yaratarak kentin doğal alanlar üzerindeki negatif etkilerini azaltabilirler. Ayrıca sıklıkla açık ve yeşil alan kullanımlarıyla kentsel ısı adası etkisini azaltıcı etki gösterirler. Ancak, hızlı kentleşme ve boş arazilere duyulan ihtiyaç sonucunda, kent merkezi ve çevresindeki çeper kuşaklar yabancılaşmaya maruz kalmaktadır. Çeper kuşak yabancılaşması, kent gelişiminin temel sorunlarından biri olarak ele alınmalıdır. Bu çalışma, yakın gelecekte askeri alanların şehir dışına taşınacağı öngörüsüne bir yanıt olarak, İzmir’in çeper kuşaklarının bir bölümünü oluşturan askeri alanlara odaklanmakta bu alanların barındırdığı açık yeşil alanların kentsel ekolojiye ve kamu yararına etkisini değerlendirmekte ve olası yabancılaşma risklerine karşı çeper kuşak planlaması önermektedir.

The Public and Ecological Value of Circle Generations: Examples of Izmir Military Areas

Since the 1960s, the concept of the cider generation, which has been addressed by urban geographers from a morphological point of view, has seen an increasing interest in urban planning and design in recent years. With the growth of the city, the cave-generation areas that are buried in the city continue to host the peripheral land uses that are important for urban ecology and sustainable urban development. The concept of the circular generation is important to understand the place, function and value of circular generations in the city and to see the effects of different planning approaches on these areas. Circular generations can often reduce the negative effects of the city on the natural areas by creating a tampon area with its urban heritage and ecological corridors characteristics. They also often have a reducing effect on the urban heat island with the use of open and green spaces. However, as a result of rapid urbanization and the need for empty lands, the circular generations in the city center and surroundings are exposed to alienation. Transgender generation alienation should be treated as one of the main problems of urban development. This study, in response to the forecast that military spaces will be moved outside the city in the near future, focuses on the military spaces that make up a part of Izmir's square generations; evaluating the impact of the open green spaces that these spaces host on the urban ecology and public interest and suggesting a square generation planning against the potential risks of extradition.

The fringe belt concept that has been handled morphologically by urban geographers since the 1960s, has recently gained increasing attention in the urban planning and design spheres. Fringe belt areas, which was embedded in the city by the urban growth still contain the peripheral land uses that are important for urban ecology and sustainable urban development. The fringe belt concept is crucial in order to grasp the location, function and the significance of the fringe belts to see the effects of different planning approaches on these areas. Fringe belts often feature as urban heritages and ecological corridors and create a buffer zone that protects natural areas against the negative effects of the city. In addition, they reduce the urban heat island effect by their frequent use of open and green areas. Yet, due to the rapid urbanization and the search for the empty lands, fringe belts embedded within the city center and its surroundings are exposed to alienation. Fringe belt alienation should be seen as one of the basic problems of the urban development. This study focuses on the military areas that form a part of the fringe belts of İzmir as a response to the predictions that the military areas will be moved out of the city in the near future; evaluates the effects of their open green areas on urban ecology and the public interest and suggests urban fringe belt planning against the possible alienation risks.
