Abstract:

The phenomenon of urbanization has gained a multidimensional nature today, not only based on physical space and construction, but also with public services that take into account social needs. This situation is related to the management approach of the local people who provide public services, on the one hand, and the management approach of the local governments that provide the service. Experiencing a rapid but problematic urbanization process brings with it many negative situations. Many factors, especially the potentials, development levels and sustainability capacities of cities, make cities unresilient. Considering the increase and mobility of the population as a problem that cannot be easily solved, the need to make cities resilient emerges. In this context, smart city applications that produce innovative and sustainable solutions are needed to make cities resilient to their problems and needs and to create sustainable and self-sufficient cities. This study examines whether smart city applications, which offer innovative and sustainable solutions to the problems and needs that arise due to the increasing population and technological developments in cities, can contribute to cities becoming more resilient, by using a construct based on Abraham Maslow's "hierarchy of needs" concept.
