Telecommunication services are included in the concept of universal services. Therefore, these services are under the scope of the Information and Communication Technologies Authority (ICTA) as a regulatory and supervising organization. Managers participate in the service within the framework of the rules and legislation of the Authority. Accordingly, it is inevitable that there are disputes between the managers. on in a reconciliatory way between the managers is granted to ICTA. ICTA exercises this power upon the procedure of conciliation. In our paper, the legal resources of the conciliation competence of ICTA; by whom, how and when it would be applied, how ICTA would come to an award, and the consequences of this award are analyzed in a detailed manner
