Abstract:

Thanks to performance measurement in healthcare services, service quality can be increased and costs can be reduced. One of the most important goals of performance measurements is efficiency measurement. Thanks to efficiency measurement, it can be determined whether the resources allocated to health services are used efficiently. In this context, this study aimed to measure the healthcare services efficiency of territorial units for statistics and to determine the factors affecting efficiency and inefficiency. Two-stage analysis was carried out within the scope of the study. In the first stage, Data Envelopment Analysis (DEA) technique was used to measure the efficiency of territorial units for statistics. In the second stage, Tobit regression analysis was carried out using the obtained DEA scores. As a result of the DEA, Western Anatolia, Istanbul, Mediterranean, Middle Eastern Anatolia and Southeastern Anatolia territorial units were efficient in all years. As a result of the Tobit regression analysis, it was found that the increase in the number of operations increased the efficiency, and the increase in the variables of the number of beds, the number of doctor’s consultations and the number of physicians increased the inefficiency. In territorial units for statistics, it will be important to take into account the relevant variables in healthcare services planning, both in macro and micro aspects, according to their contribution to efficiency and inefficiency.
