The concept of soft power which has recently had a special importance in the international politics will be analyzed in this study. Along with that the study will also try to express how the concept has become a policy tool in Turkish foreign policy after 2002. In this context, the Republic of Turkey Prime Ministry Office of Public Diplomacy representing the Turkish foreign policy in an institutional sense will be examined. Following that, the activities of this office will be discussed. This paper, which claims that soft power applications could achieve their goals over a long period of time will also focus on the concept of public diplomacy that is effective in increasing soft power capacity.
