Bu çalışma; Giresun Orman Bölge Müdürlüğü, Giresun Orman İşletme Müdürlüğüne bağlı Kulakkaya ve Kemerköprü orman işletme şefliklerinde mevsimlere ve iş çeşidine göre ormancılık iş yükünü analiz etmek ve ormancılık faaliyetleri gerçekleştirilirken karşılaşılan sorunları tespit etmek ve çözüm önerileri geliştirmek amacıyla ele alınmıştır. Bu amaçla ilgili orman işletme şefliklerinin kayıtlarından elde edilen veriler ile bu orman işletme şefliklerinde sistematik gözlem, görüşme ve deneyimler ile elde edilen veriler materyal olarak kullanılmıştır. Elde edilen verilere göre orman işletme şefliklerinin 2016 yılındaki mevsimsel ve yıllık işleri; idari işler, üretim, pazarlama, silvikültür, ağaçlandırma, halkla ilişkiler, orman koruma, kadastro-mülkiyet vb. şeklinde iş kategorilerine ayrılarak incelenmiştir. İş çeşitleri ve yoğunlukları dönemlere göre işletme şeflikleri bazında değerlendirilmiş ve farklılıkları ortaya konulmuştur. Ayrıca orman işletme şefliklerinde iş yükünü etkileyen faktörler ve yaşanan temel sorunlar belirlenmiştir. Araştırma sonuçlarına göre her iki şeflikte yürütülen ormancılık faaliyetleri, dönemleri, yoğunlukları ve iş yükünü etkileyen faktörler ve sorunlar birbirine benzemektedir. Buna göre; silvikültür ve ağaçlandırma etkinliklerinin ilkbaharda, orman amenajmanı, orman yangınlarıyla mücadele, inşaat ve orman içi dinlenme yerleriyle ilgili etkinliklerin yaz aylarında, orman yolu ve sanat yapısı çalışmalarının yaz ve ilkbahar aylarında, zati yakacak ihtiyacı ve odun dışı orman ürünleri ile ilgili etkinliklerin sonbaharda en yüksek oranda, buna karşılık kadastro ve mülkiyet, orman zararlılarıyla mücadele, orman koruma ve orman suçları, üretim, nakliyat ve depolama, pazarlama, idari işler, halkla ilişkiler ve eğitim-araştırma ile ilgili etkinliklerin tüm mevsimlerde yoğun olarak devam ettiği saptanmıştır. Bu sonuçlara göre orman işletme şefliklerinin iş yükünün azaltılmasına, sorunların çözümüne ve böylece daha verimli ve başarılı çalışmasına yönelik birtakım öneriler geliştirilmiştir.
This study was addressed with the aim of analyzing the workload of forestry according to seasons and type of work in the Kulakkaya and Kemerköprü forestry business departments, the Giresun Forestry Regional Directorate, the Giresun Forestry Business Directorate, and the purpose of identifying the problems encountered during forestry activities and developing solutions proposals. For this purpose, the data obtained from the records of the forest management departments and the data obtained by systematic observations, interviews and experiences in these forest management departments have been used as material. According to the data obtained, the seasonal and annual work of the forest management departments in 2016; administrative work, production, marketing, silviculture, treening, public relations, forest protection, cadastro-property, etc. It is divided into business categories. The varieties and intensities of the business are assessed on the basis of the business headquarters and the differences are revealed. There are also factors that affect the workload in the forest management departments and the main problems that are experiencing. According to the research results, the forestry activities, periods, intensities and workload factors and problems in both departments are similar to each other. Accordingly; silviculture and woodworking activities in spring, forest planning, fighting forest fires, construction and forest recreation activities in the summer, forest path and artwork work in the summer and spring, the highest rate in autumn of the needs to burn and the activities related to non-wood forest products, respectively, catastrophic and property, fighting forest damages, forest protection and forest crimes, production, transport and storage, marketing, administrative affairs, public relations and education-research activities continued intensely in all seasons. According to these findings, a number of recommendations were developed for the reduction of the workload, the resolution of problems and thus the more efficient and successful work of the forest management departments.
