Bu araştırmada, Türkiye’deki eğitim harcamalarının incelenmesi, Ekonomik İşbirliği ve Kalkınma Teşkilatı (OECD) ülkeleri ile Türkiye’deki eğitim harcamalarının karşılaştırılarak analiz edilmesi amaçlanmıştır. Araştırmanın analizinde, Türkiye İstatistik Kurumu (TÜİK) ve OECD (2019) verilerinden yararlanılmıştır. Araştırmanın analizinde, eğitim harcamalarına ilişkin ülkelerarası karşılaştırma yapılmış ve yıllara göre değişimi incelenmiş ve yorumlanmıştır. Nitel araştırma türünde olan bu araştırmanın modeli, tarama modelidir. Verilerin analizinde, doküman incelemesinden yararlanılmıştır. Gerçekleştirilen analizin sonucunda Türkiye’deki eğitim harcamalarının son yıllarda, eğitim hizmetlerinin nitelik ve nicelik açısından değerlendirilmesine olanak sağlayan toplam eğitim harcamaları, eğitim kurumlarına yapılan harcamaların gayrisafi yurtiçi hasıla (GSYH) içindeki oranı, Milli Eğitim Bakanlığı, Yükseköğretim Kurumu ve üniversitelere ayrılan kaynakların GSYH ve merkezi yönetim bütçesi içindeki payı açısından düzenli artış gösterdiği görülmüştür. Ancak eğitim harcamaları açısından OECD ülkeleri ile kıyaslandığında öğrenci başına düşen harcamada Türkiye’nin diğer ülkelerin gerisinde kaldığı, eğitim kurumlarına yapılan harcamaların GSYH’ya oranı açısından ise orta seviyelerde olduğu sonucuna ulaşılmıştır.
The study aimed at analyzing the expenditure of education in Turkey, comparing the expenditure of education in Turkey with the countries of the Organization for Economic Cooperation and Development (OECD). The study was analyzed by the Turkish Statistical Authority (TÜIK) and the OECD (2019). In the analysis of the study, the country-wide comparison of education expenditure was made and the variations were studied and interpreted by years. The model of this type of research is the scan model. In the analysis of the data, the examination of the document was used. According to the analysis, the total education expenditure in Turkey in recent years, which allows the quality and quantity of educational services to be assessed, the percentage of the expenditure made to educational institutions within the non-profit domestic income (GDP), the Ministry of National Education, the Institute of Higher Education and the universities have shown a regular increase in the percentage of the resources allocated to the GDP and the central management budget. But in terms of education expenditure compared to the OECD countries, the conclusion is that the expenditure per student is behind the other countries, and the expenditure for educational institutions is at the average level in terms of GDP.
In this study, the aim is to analyze the examination of educational spending in Turkey and comparison between Turkey’s and the Organization for Economic Cooperation and Development (OECD) countries’ educational spending. In the analysis of the research, Turkey Statistical Institute (TSI) and OECD (2019) data were used. In the analysis of the research, a comparison between countries’ education expenditures and its change by years was examined and interpreted. The model of this research, which is a qualitative research type, is the survey model. Document analysis was used in the analysis of the data. As a result of the analysis; it has been observed that the total expenditure on education in Turkey, which allows the assessment in terms of quality of educational services and quantity of educational institutions, ratio of expenditures made to educational institutions in gross domestic product (GDP), share of the resources allocated to the Ministry of National Education, Higher Education Institution and universities in GDP and central government budget has increased regularly in recent years. When Turkey’s education expenditures are compared with OECD countries, it is observed that spending per student in Turkey falls behind other countries and the ratio of expenditure on educational institutions in terms of GDP is seen in the middle level.
