Türk tarihinin en eski yazılı metinlerinden birisi olan Orhon yazıtlarının Türk düşünce kültürü açısından önemli bilgiler içeren ve felsefi açıdan yorumlama ve değerlendirme yapmaya olanak sağlayan bir yapısı bulunmaktadır. Bu yapının felsefi açıdan dikkate değer konularının başında ise ideal yönetici olarak kağanın sahip olduğu ya da olması gereken erdemler gelmektedir. Bu çerçevede Yazıtlarda yer alan ifadelerden yola çıkarak İslam öncesi Türk siyaset felsefesinde etik-siyaset ilişkisinin göstergesi olarak kağanın erdemleri hakkında bir değerlendirme yapmak olanaklıdır. Erdem kavramının özü itibarıyla bir ahlak felsefesi (etik) kavramı, kağan olmanın ise yönetici kişiye işaret etmesi bakımından siyaset felsefesi çerçevesinde düşünülen bir kavram olması nedeniyle kağanın erdemleri söz konusu olduğunda, yapılacak olan her felsefi değerlendirme ya da temellendirme, doğal olarak etik ile siyaset arasındaki bağlantıyı gözetmek durumundadır. Böylesine bir konuda felsefi bir değerlendirme yapmak ise felsefe tarihinde bu anlayışın çerçevesini çizen ve literatürde ilk büyük sistem filozofu olarak bilinen Platon’un düşüncelerini dikkate almayı zorunlu hale getirmektedir. Çünkü Platon’un gerek erdem gerekse erdemin devletin ve özelinde yöneticinin niteliği olmasına ilişkin düşünceleri, bize sağlam bir felsefi temel oluşturmaktadır. Dolayısıyla Orhon yazıtlarında çizilen ideal kağan portresinin hangi erdemlerle karakterize olduğunu ve İslam öncesi Türk siyaset felsefesinde etik-siyaset bağının nasıl düşünüldüğünü ortaya çıkarmak olanaklı hâle gelecektir. Bu kapsamda bu çalışma, Orhon yazıtlarında kağanın erdemlerini Platon’a yoğun şekilde yapılan göndermelerle felsefi açıdan değerlendirmeyi amaçlamaktadır. Bunu yaparken Yazıtların Türkiye Türkçesi aktarmalarında yer alan ifadeler, çalışmanın konusu açısından incelenmiştir. Konuyla ilgili ifadeler yorumlanmış ve ardından Platon’un düşüncelerine başvurularak benzerlik ve farklılıklara dayalı bir şekilde felsefi değerlendirmeleri yapılmıştır. Bazı noktalarda da temeli sağlamlaştırmak adına başka filozofların düşüncelerine de zaman zaman başvurulmuştur. Böylelikle Orhon yazıtlarında kağanın ideal anlamda erdemli bir devlet yönetimini nasıl gerçekleştirebileceğini ve devletin iyi koşullarda nasıl varlığını devam ettirebileceğini göstermek istenmiştir. Çalışmada, Yazıtlarda kağana atfedilme olanağına sahip olan bilgelik, alplık, özgecilik ve töreye bağlılık gibi erdemlerin bulunduğu görülmüş ve bu erdemlerin felsefi açıdan değerlen-dirmeleri Platon’a yapılan göndermelerle yapılmıştır. Kağanın erdemlerinin pratik yaşamda somut olarak gözlemlenebilen ya da kendilerini açığa vuran nitelikler olarak onun iyi bir karakter yapısına nasıl sahip olacağına ilişkin bilgiler verdiği ve böylece iyi bir kağanı betimleyen erdemlerin aynı zamanda iyi bir devlet düzeninin de zeminini oluşturduğu sonucuna ulaşılmıştır. Buna bağlı olarak Orhon yazıtlarında etik ve siyasetin koparılamaz bir bağ ile birbirine sıkı sıkıya bağlı olduğu gözlemlenmiştir. Orhon yazıtlarının İslam öncesi Türk siyaset felsefesi özelinde, birinci ağızdan dile getirilmiş, ağırlık yönü pratik tarafta olacak şekilde teori ve pratiği bir arada barındıran düşüncelerden oluşan kendine özgü bir başyapıt olarak nitelendirmenin mümkün olduğu düşüncesine varılmıştır.
One of the oldest written texts in Turkish history, Orhon's writings has a structure that contains important information in terms of Turkish thought culture and allows for philosophical interpretation and evaluation. In the beginning of the philosophically important subjects of this structure comes the virtues that the paper has or should have as an ideal manager. In this context, it is possible to make an assessment of the virtues of the paper as an indicator of the ethical-political relationship in the pre-Islam Turkish political philosophy. The essence of the concept of virtue is a moral philosophy (ethics) concept, and when it comes to the virtues of virtue because it is a concept considered in the framework of political philosophy in terms of being a leader, every philosophical assessment or fundamentation to be done must naturally observe the connection between ethics and politics. To make a philosophical assessment of such a matter makes it compulsory to take into account the thoughts of Platon, the first great system philosopher in literature, who drafted the framework of this understanding in the history of philosophy. For Platon’s ideas about the nature of the ruler of the state and in particular, whether it is necessary for virtue, are a solid philosophical foundation for us. Therefore, it will be possible to reveal what virtues are characterized by the ideal cagan portrait drawn in the Orhon writings and how the ethical-political connection is thought in the pre-Islam Turkish political philosophy. In this context, this study aims to evaluate the virtues of the paper in Orhon's writings in a philosophical perspective by intense submissions to Platon. When doing this, the statements in the Turkish translations of the Texts have been examined from the subject of the work. The statements on the subject were interpreted and then the philosophical assessments were made based on similarities and differences, referring to the thoughts of Platon. In some cases, the ideas of other philosophers are also occasionally applied to establish the foundation. Thus, in Orhon's writings, it was sought to show how the paper in the ideal sense can carry out a decent government and how the state can continue to exist in good conditions. In the study, it was found that in the Scriptures there were virtues such as wisdom, alphabetism, authenticity, and devotion to the tribe, which had the possibility to be attributed to the paper, and these virtues were philosophically valued by sendings to Platon. The conclusion has been that the virtues of the cage provide information on how it will have a good character structure as qualities which can be observed or revealed in the practical life, and that the virtues that represent a good cage also form the ground of a good state order. As a result, Orhon's writings have seen that ethics and politics are closely connected with an inseparable link. Orhon’s writings have come to the idea that in the pre-Islamic Turkish political philosophy, it is possible to describe them as a unique masterpiece consisting of ideas that incorporate the theory and practice together in the way the weight direction is expressed in the first mouth.
