Osmanlı Devleti’ni ilgilendiren önemli siyasî, malî, adlî ve ictimaî meseleler klasik dönemde Divan-ı Hümayun’da ele alınırdı. Burada karara bağlanan konular defterlere kaydedilirdi. Bu defter serilerinin ilki şikâyetlerin de kaydedildiği Mühimme defteridir. Mühimme defterine kaydedilen şikâyetler, divan bürokrasisinin ihtisaslaşmasıyla 17. yüzyılda Şikâyet defterlerine, 18. yüzyılda ise Eyalet Ahkâm defterlerine kaydedilmeye başlanmıştır. Bu ahkâm defterleri eyalet adlarına göre tasnif edilmiştir. Eyalet Ahkâm defterlerinde eyaletler ile eyaletlere bağlı olan sancak, kaza ve nahiyelerde meydana gelen ve merkeze intikal eden, yerinde çözülemeyen şikâyetler yer almaktadır. Bu çerçevede 2 Numaralı Trabzon Ahkâm Defteri’ne göre 1759-1796 tarihlerinde Trabzon eyaletinin bir kazası olan Kürtün ile ilgili hükümler konularına göre tespit edilmiştir. Tespit edilen hükümler konularına göre tasnif edilmiştir. Bu konular timar, vergi, vakıf ve eşkıyalık hakkındadır. Ayrıca hükümlerden timar-zeamet, vakıf ve köylerle ilgili tablolar verilmiştir. Bu makalede Kürtün ile ilgili hükümler değerlendirilerek 18. yüzyılın ikinci yarısında Kürtün’ün idarî, malî ve ictimaî yapısıyla ilgili tespitler yapılmıştır.
It was the Imperial Council that dealt with the political, financial, judicial and social issues primarily concerned the Ottoman State in the Classical Period. The issues discussed at the board were recorded in official journals and carefully documented. One of these official documents is the Book of the Gun, where complaints were recorded. With the specialization of the council bureaucracy, complaints examined at the Imperial Council began to be kept in the complaint books from the 17th century on, and in the book of judgment after the 18th century. These judgment books are classified according to state names. Complaints are recorded in state judgment books, which were kept in the districts, towns and provinces, except for the unresolved conflicts sent to the center. The judgements related to the town/township of Trabzon Province in 1759-1796 are kept in the Trabzon Judgement Book with the number 2, where judgements are classified according to their content. These issues are divided into sections such as fief, tax, foundation and banditry. Also, tables are given related to fief, foundation and villages.
