Ülkelerin ekonomik büyüme hedeflerinin gerçekleştirebilmeleri için uygulayacakları büyüme teorileri arasında içsel büyüme teorileri büyük önem arz etmektedir. Gerek fiziki sermaye gerekse beşeri sermayenin ekonomik büyüme üzerine etkisi olduğundan dolayı beşeri sermayeyi etkileyen faktörler dolaylı olarak ülkelerin büyüme trendine olumlu katkı sağlayacaktır. Beşeri sermayeyi etkileyen birçok faktör bulunmakla birlikte toplumun eğitim düzeyi ve sağlık düzeyinin yüksek olması üretim faktörlerinden olan emek üzerinde olumlu bir katkı ortaya çıkaracaktır. Bu çalışmada Türkiye’nin 1998:1-2016:1 dönemlerine ait sağlık harcamaları ve eğitim harcamalarının ekonomik büyüme üzerinde etkileri analiz edilmiştir. Analiz sonuçlarına göre uzun dönemde eğitim harcamaları ekonomik büyüme üzerinde anlamlı bir etkiye sahip değilken sağlık harcamalarında meydana gelecek bir artış ekonomik büyümeyi aynı yönlü etkileyecektir.
