Osmanlı İmparatorluğu, her devlet düzeninde olduğu gibi halkın huzur, refah ve güvenliği ile toplumsal ahengi korumak adına bir takım kanunlar çıkartmıştır. Bu kanunlara uymayanlar ise cezalandırılmıştır. Cezalar günün şartlarına göre çeşitlilik arz etmektedir. Özellikle XVIII. yüzyıldan itibaren kalebend, cezirebend, kulebend, manastırbend ve nefy gibi ceza türleri sıklıkla kullanılmıştır. Bu cezaların verildiği hüküm suretleri de müstakilen tutulan ve Kalebend Defterleri olarak adlandırılan defter serisine kaydedilmiştir. Bu defterler sayesinde suçluların dini-sosyal aidiyetlerine ve suç-ceza bilgilerine ulaşılabilmektedir. Böylece Osmanlı toplumunda hangi sosyal kesimden insanların ne gibi suçlara meyyal olduğu veya hangi ceza türünün ne gibi suçlar/suçlular için tercih edildiği gibi sorulara yanıt bulunabilmektedir.
