Konut politikası, her bir devletin özgün tarihsel, kültürel, ekonomik ve politik koşulları ekseninde belirlenen, dinamik, sürekli değişim ve gelişim gösteren bir yapıya sahiptir. Oluşturulan politikalar, yalnız konut arzı ve talebini dengelemeyi gözetmez. Aynı zamanda ekonomik işlevler de üstlenmektedir. Konut yatırımlarına aktarılan kaynakların büyüklüğü, inşaat sektörünün doğrudan ve dolaylı yollarla istihdama ve ülke ekonomisine katkısı, ekonomi politikalarının konut politikaları üzerinde önemli etkiler oluşturmasına yol açmaktadır. Dolayısıyla ülkelerin konut ve ekonomi politikaları arasında diyalektik bir ilişki vardır. Bu çalışma, Güney Afrika Cumhuriyeti’nin 1948-2020 yılları arasındaki konut politikasını analiz etmektedir. Ülkenin konut politikası Apartheid ve Post-Apartheid dönem olmak üzere ikiye ayrılmaktadır. Her iki dönemde oluşturulan politikaların, temel olarak ekonomi politikasından etkilendiğini söylemek mümkündür. İlk dönemin en belirgin özelliği, yerli nüfusun konut politikası aracılığıyla kontrol altına alınmaya çalışılmasıdır. Bu, Güney Afrika Cumhuriyeti’nin ithal ikameci kalkınma stratejisinin bir parçasıdır. İkinci dönem ise neo-liberal politikaların egemen olduğu dönemdir. Bu dönemin konut politikası, konutun metalaşması üzerine kurgulanmış ve ekonomik kalkınma için bir araç olarak görülmüştür.
The housing policy has a dynamic, continuous change and development structure, determined in the axis of the original historical, cultural, economic and political conditions of each state. The established policies do not only monitor the balance of housing supply and demand. It also takes on economic functions. The size of the resources transferred to housing investments, the direct and indirect employment and contribution of the construction sector to the country’s economy, leads to a significant impact of economic policies on housing policies. Therefore, there is a dialectic relationship between the country’s housing and economic policies. This study analyzes the Housing Policy of the South African Republic between 1948-2020. The country’s housing policy is divided into two periods: apartheid and post-apartheid. It is possible to say that the policies created in both periods are mainly influenced by economic policies. The most notable feature of the first period is the attempt to control the indigenous population through the housing policy. This is part of the South African Republic’s import residential development strategy. The second period is the period in which the neo-liberal policies dominate. The housing policy of this period has been established on the metalization of the housing and has been seen as a tool for economic development.
Housing policy is determined on the axis of each state's unique historical, cultural, economic and political conditions. In addition, it has a dynamic, constantly changing and developing structure. Housing policies do not only seek to balance housing supply and demand. It also performs economic functions. The size of the resources transferred to housing investments, the direct and indirect contribution of the construction sector to employment and the country's economy cause economic policies to have significant effects on housing policies. Therefore, there is a dialectical relationship between the housing and economic policies of the countries. This study analyzes the housing policy of the Republic of South Africa between 1948-2020. The country's housing policy is divided into two as Apartheid and Post-Apartheid periods. It is possible to say that the policies created in both periods were affected by the economic policy. The most distinctive feature of the first period is the attempt to control the local population through housing policy. This is part of the South African Republic's import substitution development strategy. The second period is the period in which neo-liberal policies are dominant. The housing policy of this period was built on the commodification of housing and was seen as a tool for economic development.
