Bu çalışmada etik kavramı, hukuk, ahlak ve Türkiye de kamu yönetiminde etik açısından ele alınmış ve kamu yönetiminde etik dışı davranışların oldukça fazla olduğu görülmüştür. Aynı zamanda kamu yönetiminde etiğin öneminin kavratılması için liyakatin kamusal boyutu da değerlendirilmiştir. Günümüzde etik kavramı sıklıkla konuşulan bir kavram olmuştur. Her alanda kendisine yer bulan etik, hukuktan ahlaka ahlaktan siyasete, siyasetten kamu yönetimine kadar birçok alanda geniş çerçeveden incelenmeye başlanmıştır. İnsanın emeğinin ve bilimin var olduğu her alanda etik vardır. Etik ve ahlak aralarında her ne kadar farklılık bulunan iki kavram olsa da benzer yönleriyle aralarında ilişki bulunan iki kavramdır. Bu makalede etik ve ahlak, hukuk kavramlarının birbirleriyle olan ilişkileri perspektifinde Türk kamu yönetiminde kamu etiği ele alınarak açıklanmaktadır. Bu makalenin amacı etik değerler çerçevesinde kamu yönetiminde etiğin ve Türk kamu yönetimindeki yerinin anlaşılmasıdır. Kamu yönetiminde etik ilkelerin kritik bir nokta olması ve kamu görevlilerinin görevlerini yerine getirirken etik değerlere uyması gerekmesinin altı çizilmiş ve kamu personel seçimlerinde liyakatinde dikkat edilmesi gerektiği husus anlatılmıştır. Çalışmanın sonunda Türk kamu yönetiminde etik sorunsalına değinilmiştir.
In this study, the concept of ethics, law, ethics and ethics in the public administration have been addressed in terms of ethics, and in the public administration there are quite a lot of unethical behaviors. In addition, the public dimension of the liquacy was also assessed to understand the importance of ethics in public administration. Today, the concept of ethics has become a concept that is often spoken. Ethics in every field, from law to morality to politics, from politics to public administration, has begun to be widely studied in many areas. Ethics exists in every field in which human work and science exist. Though ethics and ethics are two concepts that have a difference between them, they are two concepts that have a relationship with the same aspects. In this article, ethics and ethics are explained by discussing public ethics in Turkish public administration in the perspective of the relations between the legal concepts. The purpose of this article is to understand the place of ethics in public administration and the place in Turkish public administration within the framework of ethical values. In public administration, the ethical principles are a critical point and the need for public officials to comply with the ethical values while performing their duties is six drawn up and the need to be taken into consideration in public staff elections. At the end of the study, the ethical issue in the Turkish public administration was addressed.
In this study, the concept of ethics has been examined in terms of law, morality and ethics in public administration in Turkey, and it has been seen that unethical behaviors are common in public administration. At the same time, the public dimension of merit was also evaluated in order to make the importance of ethics in public administration understood. Today, the concept of ethics has become a frequently spoken concept. Ethics, which finds its place in every field, has begun to be discussed in a wide range of fields from law to morality, from morality to politics, from politics to public administration. Where there is human labor and science, there is ethics. Although ethics and morality are two concepts that differ between them, they are two concepts that are related with their similar aspects. In this article, it is explained by considering public ethics in Turkish public administration in the perspective of the relations between ethics and morality and law concepts. The aim of this article is to understand ethics in public administration and its place in Turkish public administration within the framework of ethical values. It is underlined that ethical principles are a critical point in public administration and that public officials must comply with ethical values while performing their duties, and it is explained that the merits of public personnel selection should be considered. At the end of the study, the ethical problematic in Turkish public administration is mentioned.
