Sûrelerin temel hedef ve gayelerinin kendisiyle bilindiği ilmin adı makâsıdu’s-süver’dir. Makâsıdu’s-süver, kimi âlimlere göre tanımı, konusu, gayesi ve faydası olan müstakil bir ilim dalıdır ve tefsir ilminin bir alt disiplinini oluşturmaktadır. Bizler bu makalemizde, sınırları vahyin kontrolünde çizilen sûrelerin maksat ve gayelerini belirlemeyi hedefleyen makâsıdu’s-süver konusunu ele alıp değerlendireceğiz. Tefsir geleneğinde makâsıdu’s-süver hakkında çalışmalar yapan âlimlerimiz bulunmaktadır. Özellikle İbrahim b. Ömer el-Bikâî’nin her bir sûreyi müstakil çalışma konusu yaparak Tefsir ilmi alanında “sûrelerin maksat ve hedefleri ilmi” olarak tanımladığı yeni bir ilim dalı oluşturduğunu görmekteyiz. Ne var ki Bikâî’nin makâsıdu’s-süver alanında yaptığı çalışmalar, kendisinden sonra gelen ilim adamları tarafından geliştirilip devam ettirilememiştir. Bir bütün olarak sûrelerin genel anlam ve maksatlarına yönelik çalışmalar, ancak geçtiğimiz yüzyılda kimi ilim adamlarının çalışmalarında tekrar gündeme gelebilmiştir. İşte günümüze kadar uzanan bazı ilim adamı ve araştırmacıların sûrelerin tek tek hedef ve maksadının belirlenmesi yönündeki çalışmaları, tefsir alanına yeni bir soluk ve ivme kazandırmıştır. Kimi ilim adamı ve araştırmacıları bu tür çalışmalara yönelten sebeplerin başında, maksat ve hedef birliğinin bütün Kur’ân sûrelerinde görülmesi gelmektedir. Bütün bu çalışmaların üzerinde hassasiyetle durduğu ve dikkat çektiği husus, sûre içindeki âyet dizilişlerinin bir mantığının, bir iç tutarlılığının olduğu gerçeğidir.
