İşbu çalışmada 2018/2001 sayılı Direktif’in 22. maddesinde düzenlenen yenilenebilir enerji topluluklarının sektöre ve yenilenebilir enerji hedeflerine sağladığı katkılar araştırılmıştır. Elde edilen bulgularda Avrupa Birliği ve Türkiye’de yenilenebilir enerji topluluklarının vatandaşların elektrik üretimine katılmalarını kolaylaştırarak sektörde tercih edilen bir model haline geldiği saptanmıştır. Ayrıca Türk hukukunda ise, Avrupa Birliği müktesebatına uyum noktasında yenilenebilir enerji topluluklarının lisanslı elektrik üretimi alanında faaliyet gösterebilmeleri için gerekli düzenlemeler yapılması tavsiye edilmiştir.
This paper is an effort to research into the contribution of renewable energy communities, regulated in Article 22 of the Directive 2018/2001, to the sector. The findings reveal that, in the European Union and in Turkey, renewable energy communities have become a preferred model in the sector by making it easy for local citizens to participate in electricity production. Additionally it is hereby recommended that, in order to ensure compliance with the acquis communautaire, regulations be introduced in Turkish law, which are necessary for renewable energy communities to perform activities in the field of licensed electricity production.
