Hastanelerde gerçekleşen harcamalar, birçok ülkede, toplam sağlık harcamalarının önemli bir bölümünü oluşturmaktadır. Bu harcamaların çoğu eğitim ve araştırma hastanelerinde gerçekleşmektedir. Bu nedenle, özellikle, eğitim ve araştırma hastanelerinin verimliliğinin incelenmesi önem arz etmektedir. Buradan hareketle, bu çalışmada, Türkiye’de faaliyet gösteren eğitim ve araştırma hastanelerinin verimliliğindeki değişimin incelenmesi amaçlanmıştır. Bu kapsamda, Türkiye’de 2014-2017 yılları arasında faaliyet gösteren 47 eğitim ve araştırma hastanesinin verimliliğindeki değişim Malmquist Toplam Faktör Verimliliği (MTFV) ile analiz edilmiştir. Çalışmanın bulguları incelendiğinde, çalışma kapsamındaki eğitim ve araştırma hastanelerinin ortalama MTFV skorlarının; 2014-2015 döneminde 0,84, 2015-2016 döneminde 0,81 ve 2016-2017 döneminde 0,73 olduğu görülmektedir. Bu çalışmada, Türkiye’de faaliyet gösteren eğitim ve araştırma hastanelerinin incelenen yıllar itibariyle verimlilik düzeylerinde bir düşüş yaşandığı bulunmuştur. Bu nedenle, söz konusu hastanelerde verimliliği artırmaya yönelik eylem ve politikaların geliştirilmesi ve kaynak tahsisinin toplumsal ihtiyaçlar dikkate alınarak yapılması önerilmektedir.
The spending in hospitals, in many countries, accounts for a significant part of the total health spending. Most of these expenses are made in educational and research hospitals. Therefore, it is especially important to study the efficiency of educational and research hospitals. From here, this study aims to study the change in the efficiency of educational and research hospitals operating in Turkey. In this context, the change in the efficiency of 47 educational and research hospitals operating in Turkey between 2014 and 2017 has been analyzed with the Malmquist Total Factor Efficiency (MTFV). When the findings of the study are examined, the average MTFV scores of educational and research hospitals within the study scope are 0.84, in the period 2014-2015, 0.81 in the period 2015-2016 and 0.73 in the period 2016-2017. In this study, the educational and research hospitals operating in Turkey have experienced a decline in their efficiency levels since the years of study. Therefore, it is recommended that actions and policies aimed at improving efficiency in the hospitals concerned and the allocation of resources be carried out taking into account the social needs.
