18. yüzyıl dünya tarihini sonraki yüzyıllar açısından da etkileyen büyük bir devrimin ve aynı zamanda büyük savaşların yüzyılıdır. Özellikle Rusya ve Avusturya ile gerçekleşen savaşlar Osmanlı Devleti´nin çöküş sürecini hızlandırmış, 19. yüzyılda da büyük sorunları beraberinde getirmiştir. Bu dönemde Rusya, Avusturya, Prusya, ve Fransa´nın Osmanlı ile veya aleyhinde gerçekleştirdikleri müttefiklikler göz önünde bulundurulduğunda, sonraki yüzyıl açısından da belirleyici ve yönlendirici siyâsetlerin ortaya çıktığı muhakkaktır. Makalenin konusu, işte bu yüzyılın sonlarına doğru Avusturya, Rusya ve Osmanlı arasında gerçekleşen savaş ve o savaşa giden süreçtir. Bu süreç Lehistan´ın taksîminden, Kırım´ın ilhâkına ve sonrasında Rusya ve Avusturya´nın Osmanlı Devleti ile giriştikleri savaşı içermektedir. Makalede, Viyana Saray ve Devlet Arşivi´nden elde edilen ve 19. yüzyıla ait rapor şeklinde el yazması bir eserden yola çıkarak, dönemin uluslarası ilişkileri ve dengeleri ele alınacaktır.

Abstract:

The 18th century is a century of great revolution and also of great wars that have influenced the world’s history from the point of view of the following centuries. Specifically, the wars with Russia and Austria have accelerated the fall of the Ottoman State, and in the 19th century they have brought great problems with them. With regard to the allies that Russia, Austria, Prussia, and France have undertaken with or against the Ottoman, it is certain that determining and guiding policies have emerged in the next century. The subject of the article is the war between Austria, Russia and the Ottoman to the end of this century and the process that goes to that war. This process involves the war of Lehistan, the war of Crimea, and the war of Russia and Austria with the Ottoman State. The article, based on a handwriting in the form of a 19th-century report obtained from the Palace of Vienna and the State Archive, will discuss the international relations and balances of the period.
