RUSYA’DA DEĞİŞMEYEN DEVLET İDEALİ

Genel olarak Rus tarihi incelendiğinde, devletin önceliği ile ilgili güçlü bir eğilimin varlığına rastlanmakta ve devletin kutsiyetine dair belirgin bir politik tavırdan bahsedebilmek mümkün hale gelmektedir. Knezlikten Çarlık Dönemi’ne, Sovyetler Birliği’nden günümüze değin, bu eğilimin ve tavrın korunduğu ve sürdürülmeye çalışıldığı görülmektedir. Vladimir Putin Dönemi’ne baktığımızda ise devletin önemine ilişkin bu anlayışa “Rusya Ruslarındır” politik duruşunun da uyumlaştırılarak eklendiği gerçekliğiyle karşılaşılmaktadır. 2000’li yılların başında başlayan iktidarında Putin, bu eklemeyi farklı boyutları da göz önünde bulundurarak yapmaya ve kendi devlet anlayışını inşa etmeye çalışmıştır. Birçok açıdan Rusya Federasyonu’nda yeni bir dönemi başlatan Putin, devleti koruyan ve devletin güvenliğini birincil öncelik olarak ele aldığı siyaset tarzıyla sıradan bir siyasetçi olmanın oldukça ötesine geçmiştir. Zira çeyrek asra yakın bir süredir iktidarda bulunan Putin, kendisi gibi düşünen bir avuç elitle birlikte yine devleti kutsallaştıran birtakım ideal ve ilkeler belirlemiş, bu ideal ve ilkeleri benimsemeyen herkes için Rusya Federasyonu’nda yaşamayı âdeta zorlaştırmıştır. Tarihsel geçmişine paralel bir biçimde Putin de “Büyük Devlet” olma idealini devlet politikası haline getiren bir devlet adamı olmaya çalışmıştır. İktidarı devraldığı 2000 yılından sonra hızlı bir ekonomik toparlanma içerisine giren Rusya’da, toplumsal ölçekli sorunlar kısmen de olsa ertelenmiştir. Ekonomik iyileşmenin yarattığı görece refah ortamında ertelenen sorunlar, daha kökleşmiş ve büyümüş bir halde yeniden ortaya çıkmıştır. Demokrasi, özgürlük ve insan haklarıyla ilgili ortaya çıkmaya başlayan ihlaller ve hukuka aykırı uygulamalar, toplumun önemli bir bölümü tarafından eleştirilir olmuştur. Bu çalışmada da Rusya’nın tarihsel sürecinde “devlet” olgusunun nasıl yer bulduğu, nasıl algılandığı ve devlete dair geliştirilen kutsal bakışın kökeninin neler olduğu sorusu üzerinde hareket edilmektedir. Ardından çalışmanın asıl konusunu Rusya Federasyonu’nda “devlet”in anlamı, önemi ve karşısında talîleşebileceklerin neler olduğu ilgili argümanlar literatür eşliğinde incelenmekte ve kuramsal çerçeve de bu sorular eşliğinde oluşturulmaya çalışılmaktadır.

In general, when the Russian history is studied, there is a strong tendency to the priority of the state, and it becomes possible to talk about a clear political attitude to the glory of the state. From the Knesset to the Tsarist period, from the Soviet Union to the present day, this tendency and attitude appears to be preserved and sought to beined. When we look at the Vladimir Putin period, this understanding of the importance of the state is faced with the reality that the political position of "Russia belongs to the Russians" is also added by harmonization. In his power, which began in the early 2000s, Putin tried to do this adding, taking into account the different dimensions, and to build his own state understanding. In many ways, Putin, starting a new era in the Russian Federation, has gone far beyond being a ordinary politician with the style of protecting the state and addressing the security of the state as a priority. Putin, who has been in power for a quarter of a century, has, together with a few elites who think like him, set a number of ideals and principles that sanctify the state again, making it very difficult for anyone who does not accept these ideals and principles to live in the Russian Federation. Parallel to its historical history, Putin also tried to become a state man who made the ideal of being a "Great State" a state policy. In Russia, which has entered rapid economic recovery after its 2000 rule, social-scale problems have been delayed, though partially. The problems that have been delayed in the relatively prosperous environment created by economic recovery have emerged again in a more rooted and growing state. Violations of democracy, freedom, and human rights and illegal practices have been criticized by a large portion of society. This study also focuses on the question of how the "state" phenomenon is located in Russia's historical process, how it is perceived and what is the origin of the holy view of the state developed. Then the main subject of the study in the Russian Federation is the meaning, importance and what the arguments related to what can be faced are studied in literature accompanying and the theoretical framework is also attempted to be created in the accompanying of these questions.

When the Russian history is examined in general, there is a strong tendency about the priority of the state and it becomes possible to talk about a clear political attitude about the sanctity of the state. It is seen that this tendency and attitude has been preserved and tried to be maintained from the Knez to the Tsarist Period, from the Soviet Union to the present. When we look at the Vladimir Putin Era, we encounter the reality that the political stance of “Russia belongs to the Russians” was added to this understanding of the importance of the state by harmonizing it. In his power that started in the early 2000s, Putin tried to make this addition by considering different dimensions and to build his own understanding of the state. Putin, who started a new era in the Russian Federation in many respects, went far beyond being an ordinary politician with his style of politics that protects the state and considers the security of the state as a top priority. Because, Putin, who has been in power for nearly a quarter of a century, has determined some ideals and principles that sanctify the state, together with a handful of elites who think like him, making it almost difficult for anyone who does not adopt these ideals and principles to live in the Russian Federation. In line with his historical background, Putin also tried to be a statesman who made the ideal of being a “Great State” a state policy. In Russia, which entered into a rapid economic recovery after 2000, when it took over the power, social-scale problems were postponed, albeit partially. Problems that were postponed in the relatively prosperous environment created by the economic recovery have re-emerged in a more ingrained and enlarged state. Violations and illegal practices that have started to emerge regarding democracy, freedom and human rights have been criticized by a significant part of the society. In this study, the question of how the “state” phenomenon took place in the historical process of Russia, how it was perceived and what the origin of the sacred view developed about the state is. Then, the main subject of the study is the meaning and importance of the “state” in the Russian Federation, and the arguments related to what can be sidelined against it are examined in the light of the literature and the theoretical framework is tried to be formed in the context of these questions.
