İMPARATORLUKTAN CUMHURİYET’E GEÇİŞTE MUSÂHABÂT-I AHLÂKIYYE DERS KİTAPLARINDA DEVLET ALGISININ DÖNÜŞÜMÜ

Abstract:

Bu makalenin amacı imparatorluktan Cumhuriyet’e geçiş sürecinde vatandaşlık aktarımının devlet algısı bağlamında değişen boyutlarını her iki döneme ait vatandaşlık kitaplarından hareketle incelemektir. Araştırma Osmanlı İmparatorluğu’nun son müfredat programı olan 1914 Mekâtib-i İptidaiye Ders Müfredatı’nda Musâhabât-ı Ahlâkıyye (Târihiye, Sıhhiyye ve Medeniyye) ve Türkiye Cumhuriyeti’nin ilk müfredat programı olan 1924 İlk Mektepler Müfredat Programı’nda Musâhabât-ı Ahlâkıyye ve Ma’lûmât-ı Vataniye adı altında yer almış olan dersler için yazılarak izlenmiş olan ders kitapları üzerinden yürütülmüştür. Araştırmada İmparatorluk Dönemi için Ali Seydi’nin Devre-i Âliye’nin birinci ve ikinci sınıfları için hazırladığı 1920 tarihli Yeni Musâhabât-ı Ahlâkıyye kitapları ile Mithad Sadullah’ın Devre-i Âliye’nin ikinci sınıfları için hazırladığı 1923 tarihli Resimli, Yeni Musâhabât-ı Ahlâkıyye ve Medeniyye kitapları incelenmiştir. Cumhuriyet Dönemi için Mithad Sadullah ve Doktor Ali Rıdvan tarafından ilk mekteplerin beşinci sınıfları için hazırlanmış olan 1924 tarihli Yeni Ma’lûmât-ı Vataniye ve Medeniyye kitabı ile Muallim Orhan Fuad’ın beşinci sınıflara mahsus 1924 tarihli Musâhabât-ı Ahlâkıyye ve Ma’lûmât-ı Vataniye kitabı incelenmiştir. İki döneme ait ders kitapları incelendiğinde meşruti monarşiden Cumhuriyet’e geçişle vatan, millet, egemenlik anlayışlarında ve kurumsal-hukuki yapıda dönüşümlerin yaşandığı, böylece laik demokratik bir düzene yönelişin ilk izlerinin belirginleştiği görülmektedir.

Abstract:

The purpose of this article is to examine the changing dimensions of citizenship transfer in the context of state perception during the transition from the empire to the Republic. It will be based on the citizenship books of both periods. This research has been conducted on the written and followed textbooks which were the Ottoman Empire's final curriculum within the 1914 Mekâtib-i Iptidaiye Course Curriculum of the Musâhabât-i Ahlâkıyye on (Tarihiyye, Sihhiyye and Medeniyye) and the Republic of Turkey's first curriculum for the 1924 First School Curriculum Program of the courses under the name of Musâhabât-i Ahlâkıyye and Ma'lûmât-i Vataniye. In the study, books prepared by Ali Seydi for the first and second degrees of the Devre-i Aliye of the Empire Period in 1920 and the book of Picimli, New Mushabât to Ethics and Civilization prepared by Mithad Sadullah in 1923 were studied. For the Republic Period, the book New Ma'lûmât-i Vataniye and Civilization prepared by Mithad Sadullah in 1924 and Doctor Ali Rıdvan for the fifth degrees of the first schools, and Musâhabât-i Ahlâkıyye and Ma'lûmât-i Vataniye written by Muallim Orhan Fuad in 1924 has been studied. When the textbooks of the two periods are examined, it is seen that with the transition from the constitutional monarchy to the Republic, there have been transformations in the understanding of homeland, nation, sovereignty and institutional-legal structure, thus the first traces of the orientation to a secular-democratic order become evident.
