28 Ocak 1920’de son Osmanlı Meb’ûsan Meclisi’nde kabul edilen ve 17 Şubat 1920 tarihindeki alenî toplantısında Türk ve dünya kamuoyuna duyurulan Misâk-ı Millî’nin esasları, Amasya Tamimi, Erzurum ve Sivas Kongreleri kararları ve bütün bu gelişmeler içinde millî hareket içinde yapılmış tartışmaların bir muhassalası, bir bileşkesi niteliğindedir. Misâk-ı Millî, Birinci Dünya Savaşı içerisindeki bir takım siyasî ve askerî gelişmeleri öne sürerek Osmanlı Devleti’ni parçalara ayırmak ve nihayetinde tarihi şark meselesine son vermek isteyen İtilâf Devletleri’nin Ocak 1919’da başlayan Paris Barış Konferansı sürecinde Türkiye’nin geleceğiyle ilgili bir takım kararlar almaya başladıkları bir ortamda, Türkiye’nin barış şartlarını içeren bir program ve aynı zamanda da İtilâf Devletleri’ne yönelik önemli bir siyasî mesaj olmasının yanında, Millî Mücadele’nin iç ve dış politika hedeflerini de ortaya koyan mühim bir tarihî ve siyasî belge niteliğine sahiptir. Bu çalışmada, Misâk-ı Millî’nin altı maddesi tek tek açıklanarak, Atatürk Dönemi’nde ilgili maddelere ilişkin neler yapılabildiği tartışılacaktır.
National Pact was accepted in the last Ottoman Parliament on January 28, 1920, and announced to the Turkish and world public opinion at the public meeting on February 17, 1920. The principles of the National Pact are the nature summary of the Amasya Circular, the decisions of the Erzurum and Sivas Congresses, and the debates made within the national movement. National Pact made a number of decisions regarding the future of Turkey during the Paris Peace Conference, which started in January 1919, by the Entente Powers, who wanted to break up the Ottoman Empire and thus end the historical oriental issue, by using some political and military developments in the First World War as an excuse. It is an important historical-political document that reveals the domestic and foreign policy objectives of the National Struggle, in addition to being a program containing Turkey's terms of peace and an essential political message to the Entente States at the same time. In this study, six articles of the National Pact will be explained one by one, and what can be done about the relevant articles in the Atatürk Period will be discussed.
