Ombudsman ve ombudsman benzeri kurumlar, asıl olarak demokrasinin, insan haklarının ve hukukun üstünlüğünün güvencesi olarak çalışan ve temel kamusal sorunları çözerek halkın dostu olan yapılardır. Diğer yandan, kapitalizmin her kriz döneminde yeniden yapılandığı ve kendine has bir üretim biçimi ile örgütlendiği tarihsel süreçte görülmektedir. Nitekim Türkiye’de de kapitalizmin yaşadığı krizlerden sonra ve olgunlaşma evresinde farklı dönemlerde farklı iktidar ve sermaye odakları çerçevesinde yapılandığı gözlenmiştir. Türkiye’de 1960’dan 1980’li yıllara kadar devlet odaklı bürokrasinin etkin olduğu bir kapitalist yapılanma görülürken 1980’li yıllardan 2000’li yıllara ise özel sektör eksenli siyaset kurumunun ağırlıkta olduğu bir üretim biçimine geçilmiştir. Dolayısıyla siyaset-bürokrasi ilişkileri, ekonomi-politik açısından da öneme sahiptir. Bu çalışmada örneklenen ombudsman benzeri kurumlar da bu dönemde katılımın, demokrasinin ve şeffaflığın bir görünümü olarak yaşanan sermaye birikim mantığı ve iktidar bloğu ile özdeşleşerek gelişimini sürdürmüştür. Bu çalışmanın doğrudan ombudsman değil de ombudsman benzeri kurumlar üzerinden incelenmesinin nedeni, bunların devletin kapitalist iktidar blokları ve sermaye üretim süreçleriyle derin bağları bulunması üzerine devletin temel organlarına, özellikle siyasi ve idari yapılara kaynak olmasıdır. Bu çalışmanın amacı, genel hatları ile Türkiye’de sermaye üretim birikim biçimleri, iktidar ekseni ve ombudsman benzeri kurumlar arasında ilişki kurmaktır. Çalışmanın yöntemi, literatür taramasıdır.
Ombudsman and ombudsman-like institutions are structures that essentially work as a guarantee of democracy, human rights and the rule of law, and have become more like friends of the public by solving basic public problems. On the other hand, it is seen in the historical process that capitalism is restructured in every crisis period and organized with its own form of production. As a matter of fact, it has been observed that capitalism in Turkey was structured within the framework of different centers of power and capital in different periods, after the crises it experienced and during its maturation phase. While Turkey had a capitalist structure in which the state-oriented bureaucracy was active from the 1960s to the 1980s; from the 1980s to the 2000s, a mode of production was transitioned to where the private sector-oriented political institution was dominant. Therefore, politics-bureaucracy relations are also important in terms of economy and politics. Institutions such as the ombudsman exemplified in this study also continued their development by identifying with the logic of capital accumulation and the power bloc, which was experienced as a manifestation of participation, democracy and transparency in this period. The reason why this study is examined through ombudsman-like institutions rather than directly through ombudsman is that these are the source of the basic organs of the state, especially political and administrative structures, as they have deep ties with the capitalist power blocks and capital production processes of the state. The aim of this study, in general terms, is to establish a relationship between the forms of capital production accumulation, the axis of power and ombudsman-like institutions in Turkey. The method of the study is literature Survey.
