Abstract:

Today, where the future of the property management system is discussed, the governors who have become the most important actor of public policies have undergone a major transformation in the process we come from the position in the formation of the Ottoman organization to the Presidency system. Especially in these days when security and health policies stand out, the duties and powers of the governors are more than ever in history. However, there is not enough work on this matter to be done. In this framework, the article is aimed at removing the lack in the field and contributing to scientific research. Our first constitution, which has great importance for Adem's centrality and local governments during the Republican period, will benefit the reader in understanding the development and transformation process of the governor's organization's principle, which begins with the award of the constitutional qualification to the governor's 1929 Provincial Administration Act and then the 1949 Provincial Administration Act. After the 1980s, on the one hand, the new concept of public administration, on the other hand, the influence of political events that have occurred in these years has increased the powers of the governors, and at the moment we come to it, they have become directly connected to the President in the presidential system. In the study, all of these legal changes were examined from the public administration perspective and the governor's powers and duties were tried to be explained according to the old and new system.
