Abstract:

It's known that Damat Ibrahim Pasha who undertakes the duty of great visier at the Ottoman State between the years of 1718-1730 took various precations in the face of that decree relevant to the condition of the state both within the country and outside. These precations and decisions that had been taken by Grand Vizier Ibrahim Pasha is important for us to get information related to the politics of the Ottoman State in the first half of the 18th century. In this context, written two letters by Ibrahim Pasha himself to Russian Czar Petro I at 1721 and Russian Prime Minister Count Gavriil Ivanovich Golovkin at 1726 are important. Our work is based on the evaluation one of the two letters which sent to Gavriil Ivanovich Golovkin at 1726 by Nevsehirli Damat Ibrahim Pasha. With the interpretation of the letters that is obtained from The Ottoman Archives of the Prime Minister's Office will try to reveal the approach and attitude of the Ottoman State to the issues within Russia.
