Abstract:

Public policy is the set of policies on which governments are in a position to take action or not. To decide whether to act or not in many social, administrative, and political areas, ranging from health and culture to education and sports, decision-makers have turned to the making of policies that would benefit society. The constitution of public policies is a process. This process comprises phases that follow one another, including detection of the problem, deciding on policies, and application, monitoring and evaluation of these policies. Monitoring and evaluation is the final stage of the public policy process. In this stage, whether or not the applied policy accomplished the specified objective is determined. Public policies’ effectiveness depends on the proper execution of monitoring and evaluation phases. In this regard, the process of public policy making and one of the most important steps of the process, monitoring and evaluation phase, are discussed, and the process of the monitoring and evaluating public investment policies in Turkey is analyzed in this paper. As a matter of fact, investment policies in Turkey directly affect the development of the country and show which subjects/ sectors should be emphasized. At this point, the monitoring and evaluation phase of the investments contributes to the development of investment policies by identifying the problems that arise in practice in the policy process regarding public investments and by providing new solutions for these problems.
