Liberalizm bağlamında kentsel ayrışma

Abstract:

Geçmişi daha eskiye dayansa da kentsel ayrışma, küreselleşme ve neo-liberalizmin kentleri dönüştürme serüveni ile önemli kent araştırmaları konularından biri olmuştur. Liberalizm ve günümüzde neo-liberalizm, uzun yıllar dünyaya hâkim olmuş politikalar ile kentlerin gelişmesi ve dönüşmesine sebep olmuştur. Sanayi Devrimi’ne kadar uzanan kentlerdeki ayrışma, özellikle 1980 sonrasında küreselleşme ve neo-liberalizmin kentlerdeki etkisi ile derinleşmeye başlamıştır. Bu çalışmada kentsel ayrışma liberalizm üzerinden okunacaktır. Çalışmanın amacı, liberalizmin kentsel ayrışma olgusuna bakışını, liberalizme kentsel ayrışma üzerinden yapılan eleştirilerle birlikte ele almaktır. Çalışma ile cevap aranılan sorular, “liberalizm kentsel ayrışma olgusuna nasıl bakmaktadır ve kentsel ayrışma bugünün neo-liberal uygulamaları ile nereye doğru gitmektedir?” sorularıdır.Bu kapsamda “kapalı siteler”, “kentsel dönüşüm” ve “soylulaştırma” konuları tartışılmıştır.Çalışmada varılan sonuç, liberalizmin kentsel ayrışmadan beslendiği veuygulanan politikalar eliyle aynı zamanda kentsel ayrışmayı beslediği sonucudur.Çalışma kapsamında ele alınan üst ve üst-orta sınıfın tercihi “kapalı siteler”, rantın adaletsiz dağılımı ile anılan “kentsel dönüşüm uygulamaları” ve kentsel dönüşümün alt sınıfların yerinden edilmesi ile sonuçlandığı “soylulaştırma”; kente müdahale eden politikaların ayrışmayı nasıl derinleştirdiğini gözler önüne sermektedir. Konu ile ilgiligelecek çalışmalarda, bu çalışmada ele alınan sürecin gelişmiş ve gelişmekte olan ülkelerde nasıl ilerlediğine dayalı araştırmalar yapılabilecektir.

Although its past is more ancient, it has become one of the important topics of urban research with the urban separation, globalization and the flower of the transformation of the cities of the neo-liberalism. Liberalism and today’s neo-liberalism have led to the development and transformation of cities with the policies that have ruled the world for many years. The divisions in cities, which extended to the Industrial Revolution, began to deepen, especially after 1980, with the influence of globalization and neo-liberalism in cities. In this study, the urban separation will be read through liberalism. The objective of the study is to address the view of liberalism on the fact of urban separation, along with criticism of liberalism on urban separation. The questions asked by the study, "How does liberalism look at the fact of urban separation and where does urban separation go with the neo-liberal practices of today?" These are questions.In this context, the topics of "closed sites", "city transformation" and "soulation" have been discussed.The result of the study is the result that liberalism is feeding from urban separation and the hands of the implemented policies are also feeding the urban separation.The top and top-mediate class preferred "closed sites" discussed in the study, the "city transformation practices" referred to as unfair distribution of rent and the "soulation" resulting in the replacement of the subclasses of the urban transformation; the policy that interfere in the city is deepened. In the studies that will be interested in the subject, research will be conducted based on how the process discussed in this study is progressing in developed and developing countries.

Urban Segregation In The Context Of Liberalism

Even though its history is older, urban segregation becomes one of the important subjects of urban research along with the adventure of globalization and neoliberalism transforming cities. Liberalism and today neoliberalism have caused development and transformation of cities with policies that have dominated the world for many years. The segregation in cities dating back to the Industrial Revolution has started to deepen especially after 1980 with the effect of globalization and neoliberalism on cities. In thisstudy, urban segregation is studied on the basis of liberalism. The purpose of the study is to discuss liberalism's view of urban segregation phenomenon with criticisms about liberalism on the basis of urban segregation. The questions of “how does liberalism look at the phenomenon of urban segregation and where is urban segregation going along with today’s neoliberal practices?” are tried to be answered.In this context, "gated communities", "urban transformation" and "gentrification" issues are discussed.The conclusion reached in the study is that liberalism is fedfrom urban segregation and at the same time it feeds urban segregation through implemented policies.Considered within the scope of the study, "gated communities" preferred by the upper and upper-middle class, "urban transformation practices" come with the unequal distribution of rent, and "gentrification" in which urban transformation results in the displacement of the lower classes; reveals how policies that interfere with the city deepen the segregation. In future studies related to the subject, it will be possible to conduct research based on how the process discussed in this study progresses in developed and developing countries.
