1909 yılının ağustos ayında Araplarda etnik milliyetçiliğe dayalı siyasi gruplaşmaların oluşumunu engelleyen, dolayısıyla Arap niteliğinde olan baskının bir siyasi partinin yolunu fiilen engelleyen kanun çıkarıldı. Fakat bu durum, Arapların gizli cemiyetler kurmasını engelleyememiştir. Bunlardan birisi el-Fetat (gençlik), diğeri ise el-Ahd (yemin)dir. Bu hareketlerin liderleri ve sıradan üyeleri kısa bir zaman sonra Arap ayaklanmalarının müsebbibi olacak ve Faysal'ın askeri ve siyasi varlığının büyük bir kısmını oluşturacaklardır. El-Fetat,üniversite eğitiminiParis’tesürdüren birkaç Arap öğrenci birliği tarafından Kasım 1911 tarihinde kurulmuştur.El-Ahd cemiyeti ise el-Fetat gibi imparatorluğun içinde olan Arapların kendi kendini yönetmesi isteğini öngören bir siyasi yönelişi takip etmiştir.
In August 1909, a law was adopted that prevented the formation of ethnic-based political groupings in the Arabs, and thus effectively prevented the way of a political party of Arab-like pressure. But this situation did not prevent the Arabs from building secret communities. One of them is El-Fetat and the other is El-Ahd. The leaders and ordinary members of these movements will soon be the founder of the Arab rebellion and will make up a large part of Faysal’s military and political existence. El-Fetat was founded in November 1911 by a number of Arab student associations that delivered university education in Paris. The Al-Ahd community, however, followed a political direction that predicts the desire of the Arabs within the empire, such as al-Fetat, to govern themselves.
