Abstract:

The purpose of this research is to take advantage of the opinions of teachers, to understand the situations in which teachers can demonstrate the behavior of information dispersion and to study the factors that prevent teachers from being in the behavior of information dispersion and to develop a series of recommendations. This study is based on the method of research, the phenomenology (fenomenology). The study’s work group consists of 22 participants consisting of 2 English, 1 private education, 1 guide teacher, 1 pre-school teacher, a total of 5 branches and 17 class teachers working in the primary schools located in Ankara in the 2016-2017 educational year. Teachers who participated in the study were determined by the help of the type of sampling that is qualified as critical status sampling from the target sampling methods. In the first phase of the study; "What is Whistleblowing and why is it performed or not performed?" A literary survey was carried out to find answers to the question. It was subsequently examined by three field experts. The data collection tool that will be used in the research has been developed. In this study, the style of "conversation-standardized open-end conversation" was used. In this study, data obtained using the interview technique, content analysis and visual analysis techniques were used in the analysis of data, the findings were presented by quantification (using numbers) in the places that were considered appropriate and necessary. The research has found that a number of unethical and unlawful situations occur in our schools, mostly revealed, and necessary measures were taken. Moreover, there has been a number of obstacles to the sharing of ethical and unlawful behaviors faced with authorities. The elimination of perceptions that exist these obstacles can only be possible with attitudes in practice. Therefore, such negative behaviors can be contributed to organizational development by showing open attitudes and providing a positive atmosphere.
